THANK YOU TO THAT COMMUNITY BUDGET STEERING COMMITTEE MEMBERS FOR THEIR EFFECTIVE WORK AND THEIR DEDICATION. OUR UNASSIGNED FUND BALANCE ABOUT $175 MILLION AS NOTED IN THE PRESENTATION YOU'RE ABOUT TO RECEIVE SHOWS FINANCIAL STABILITY, ESPECIALLY WHEN COMPARED TO OTHER DISTRICTS IN OUR AREA. I APPLAUD MR. IT WAS THE CBSC THAT BROUGHT FORWARD RECOMMENDATIONS OF SAVINGS, WITH DISTRICT ADMINISTRATION RESPONDING BY IMPLEMENTING NINE DIFFERENT CUTS TO THE BUDGET WITH A NOD TO INCREASING REVENUE AND ENHANCED STAFF RETENTION AND RECRUITMENT THIS APPROACH HAS PROVEN EFFECTIVE AND I'M GRATEFUL FOR THE TEAMWORK INVOLVED. I ALSO WANT TO THANK OUR TAXPAYERS FOR THEIR GROWING CONTRIBUTION THROUGH LOCAL TAXES WITH REVENUES RISING BY SUPPORTING THIS BUDGET WHILE TAX RATES ARE DECLINING, REFLECTING COMMUNITY COMMITMENT. THIS WILL HELP BUILD ON LAST YEAR'S DECOMPRESSION PLAN AND STRENGTHEN RISDS STANDING IN THE DFW COMMUNITY FOR VETERAN PAY. WITH REDUCED STAFF TURNOVER AND INCREASED RECRUITMENT THIS YEAR, IT CERTAINLY GOES TOWARDS HELPING OUR STUDENTS MEET OR EXCEED THEIR ACADEMIC GROWTH GOALS, LOCKED IN. A LOT OF PEOPLE DO NOT REALIZE THAT, YOU KNOW, WE HAVE TO START ON IT AS EARLY AS POSSIBLE SO THAT WE ARE READY FOR A JUNE ADOPTION. I ALSO WANT TO RECOGNIZE OUR COMMUNITY BUDGET STEERING COMMITTEE FOR THEIR WORK. WE'RE GOING TO BE HIGHLIGHTING SOME OF THE FRUITS OF THEIR RECOMMENDATION. I ALSO WANT TO ADDRESS THAT WE DO KNOW THAT OUR GOVERNOR HAS SIGNED HOUSE BILL TWO, WHICH IS OUR FUNDING BILL. HOWEVER, IT IS A REMINDER TO EVERYONE AND ESPECIALLY TO OUR STAFF, THAT WE ARE STILL UNPACKING THAT BILL. WHEN A FUNDING BILL IS PASSED THERE IS A WHOLE LOT OF RULEMAKING THAT HAPPENS AFTER WE HAVE THAT FUNDING BILL. SO THEY'VE DETERMINED, FOR EXAMPLE, THAT WE HAVE ALL OF THESE DIFFERENT ALLOTMENTS THAT THEY'RE GOING TO ASSIGN THAT $8.5 BILLION TO, BUT HOW IT'S CALCULATED AND IN WHICH WAYS IT'S GOING TO BE DISPERSED, ALL OF THAT HAS TO BE DEVELOPED BEFORE WE WILL ACTUALLY KNOW WHAT IS WHAT DOES THAT MEAN FOR RICHARDSON ISD? SO WE ARE GOING TO BE ADOPTING THIS YEAR'S BUDGET, AS WE HAVE AGAIN TRIED TO MAKE SURE EVERYONE REALIZES BASED ON CURRENT LAW, KNOWING THAT WE WILL THEN HAVE THE OPPORTUNITY TO BRING FORWARD AN AMENDED BUDGET ONCE WE FULLY UNDERSTAND AS MUCH OF THE IMPLICATIONS OF HOUSE BILL TWO AS POSSIBLE. I WANT TO REMIND OUR STAFF, AS WE GO INTO THIS THAT WE KNOW THAT AND AGAIN, WE'RE SO THANKFUL THAT THE LEGISLATURE LEGISLATION IS INVESTING IN OUR TEACHERS, JUST AS THIS BOARD HAS MODELED THE IMPORTANCE OF INVESTING IN OUR TEACHERS, AND THAT THERE ARE RAISE IMPLICATIONS BUILT INTO HOUSE BILL TWO, THAT IS ANOTHER COMPONENT OF WE WILL BE IMPLEMENTING THE RAISE THAT THE BOARD HAS ALREADY APPROVED, IF YOU APPROVE THE TONIGHT'S BUDGET, THAT WILL GO INTO EFFECT WHEN OUR TEACHERS GET BACK IN JULY. AND FOR NEW TEACHERS, ONCE THEY'RE HIRED IN THEIR SEPTEMBER PAYCHECK, THERE WILL BE ADDITIONAL ADJUSTMENTS BASED UPON THE HOUSE BILL TWO LEGISLATION BASED UPON WHAT THAT NUMBER IS, EITHER THAT $2,500 OR $5,000 BASED ON YEARS OF EXPERIENCE, AND WE WILL BE WORKING TO PROVIDE TIMELY INFORMATION TO OUR STAFF AS SOON AS WE FULLY UNDERSTAND HOW ALL OF THAT IS GOING TO BE STRUCTURED. SO AGAIN, JUST WANT EVERYONE TO REALIZE WE'RE GOING TO BE ADOPTING TONIGHT'S BUDGET BASED UPON CURRENT LAW. AND THEN WE WILL BRING FORWARD AMENDED BUDGET WHEN WE GET RETURN FROM OUR SUMMER BREAK. AND THEN WE WILL BE COMMUNICATING DIRECTLY WITH TEACHERS THE IMPACT OF HOUSE BILL TWO. SO WITH THAT, I WILL TURN IT OVER TO MR. PATE, WHO WILL AGAIN, REALLY, THERE'S NOT MUCH IN THIS PRESENTATION THAT YOU'VE NOT SEEN, I THINK PROBABLY SEVEN TIMES. BUT WE'RE GOING TO REVIEW IT ONE MORE TIME JUST TO MAKE SURE EVERYONE FEELS REALLY GOOD WITH OUR 25-26 PROPOSED PROPOSED BUDGET SO, MR. PATE. THANK YOU, MRS. BRANUM. OH, GOOD. I HAVE THE RIGHT CLICKER. SO YES, YOU KNOW, OUR BUDGET, AS ALWAYS, SUPPORTS THE BOARD'S NORTH STAR GOAL AND THE STRATEGIC PLAN. AND, YOU KNOW, THE TWO COMPONENTS OF THE STRATEGIC PLAN THAT ARE REALLY SO MOST VERY DIRECTLY RELATED TO OUR BUDGET IS STRATEGIC GOAL FIVE, THAT WE WILL INCREASE EFFICIENCY AND EFFECTIVENESS AND OPERATIONS AND PERSONNEL AND SEEK ADDITIONAL FISCAL RESOURCES TO ACCOMPLISH OUR CALL TO ACTION. [00:10:02] AND OF COURSE, STRATEGIC GOAL TWO RISD WILL REIMAGINE THE WAY WE RECRUIT AND RETAIN QUALITY STAFF THROUGH COMPREHENSIVE STRATEGIES. RISD CONTINUES TO BE THE ONE OPPORTUNITIES FOR LEARNERS, NEIGHBORHOOD SCHOOLS, AND EXPERIENCES BEYOND THE CLASSROOM. OF COURSE, OUR BUDGET SUPPORTS THAT. AND THEN JUST BRIEFLY, WE'LL GO THROUGH A LITTLE UPDATE ON PROJECT RIGHTSIZE AND THEN DISCUSS THE THREE FUNDS THAT THE BOARD THAT YOU ADOPT FOR THE BUDGET, WHICH IS THE CHILD NUTRITION FUND, DEBT SERVICE FUND, AND THE GENERAL FUND. SO WITH PROJECT, AND IF I COULD JUST LEAN INTO THIS REAL QUICK. NO. GO AHEAD, GO AHEAD MR. PATE WE THOUGHT THAT THIS WAS VERY IMPORTANT AGAIN, AS WE KNOW WHAT A DIFFICULT DECISION THIS WAS FOR THE BOARD. WE KNOW WHAT A SIGNIFICANT CHANGE THIS WAS FOR OUR FAMILIES, AS WE ASKED THEM TO ASSIMILATE INTO A NEW SCHOOL, BECOME PART OF A NEW CULTURE OF A NEW SCHOOL. AND WE ALSO KNOW THAT WE HAD A PROMISE OF HERE IS WHAT WE HOPED IT WOULD ACHIEVE IN TERMS OF SAVINGS. AND SO WE WANTED TO BE VERY TRANSPARENT WITH OUR COMMUNITY SO THAT THEY COULD SEE HERE IS WHAT WE HAVE ACTUALIZED NOW THAT WE ARE WE HAVE A FULL YEAR OF IMPLEMENTATION OF PROJECT RIGHT SIZE. HERE ARE THE ACTUAL SAVINGS, NOT JUST WHAT WE PREDICTED. AND SO THAT THAT WAS REALLY THE THE PURPOSE OF THE FIRST FEW SLIDES. THIS IS ALSO JUST A REMINDER THAT THIS IS WHAT CREATED CAPACITY FOR THE BOARD TO INITIATE A YEAR AGO, THE SIGNIFICANT INVESTMENT THAT WE MADE IN TEACHER PAY FOR TEACHERS, COUNSELORS, NURSES AND LIBRARIANS. AND WE WERE ABLE TO AGAIN MOVE FROM BEING AT THE BOTTOM OF OUR BENCHMARK DISTRICTS FOR VETERAN TEACHERS TO BEING NUMBER ONE. AS A RESULT OF THE CAPACITY THAT WAS BUILT IN OUR BUDGET WITH THESE SAVINGS. SO KEEP GOING, MR. PATE SORRY. THAT'S OKAY. THANK YOU, MRS. BRANUM. AND SO JUST A COUPLE OF QUICK THINGS THERE TO POINT OUT ON THE SLIDE. SO THE 24-25 ESTIMATED COST, OF COURSE, WE'RE NOT THROUGH WITH THE 24-25 SCHOOL YEAR. AND THAT THOSE COSTS YOU SEE THERE THAT IS CUSTODIAL COSTS BECAUSE WE ARE STILL USING THOSE BUILDINGS. IT'S UTILITIES. IT'S THE GROUNDS THOSE KINDS OF THINGS ARE WHAT IS LEFT IN THAT 24-25 ESTIMATED COLUMN. AND THEN OF COURSE, THEN THE CHILD NUTRITION FUND EXPENDITURES, BECAUSE THAT IS A SEPARATE FUND WE SAVED ABOUT $9 MILLION. SO IT'S NOT $9 MILLION .9 ALMOST $1 MILLION ASSOCIATED WITH THE CHILD NUTRITION OPERATIONS AT THOSE CAMPUSES. AND THEN WHEN DOBY ROLLS OVER NEXT YEAR TO THE OUR PARTNERS ON THAT CAMPUS THE UTILITY REDUCTION ASSOCIATED UTILITIES ALONG ASSOCIATED WITH THAT CAMPUS FOR ABOUT $50,000. AND THEN ALLOCATION SAVINGS THERE'S ABOUT 144 ALLOCATION SAVINGS RELATED TO PROJECT RIGHT SIZING, AND YOU CAN SEE THOSE BY CATEGORY. AND OF COURSE, SOME ARE LIKE CHILD NUTRITION DOWN THE LAST ONE SOME OF THAT IS PAID OUT OF A DIFFERENT FUND, IT IS NOT ALL PAID OUT OF THE GENERAL FUND. ALSO, WE TALKED ABOUT SELLING THE SHERMAN PROPERTIES. AND YOU CAN SEE THERE ON THIS SLIDE THE TOTAL PURCHASE PRICE OF THE SHERMAN PROPERTIES, $11.1 MILLION , AND THEN THE SALES PRICE ABOUT $11.5 MILLION. SO WE BOUGHT SOME BUILDINGS. WE USED THEM FOR A WHILE, MADE A LITTLE RENT OFF OF THEM, AND THEN TURNED AROUND AND SOLD THEM FOR ABOUT WHAT WE PAID FOR THEM. SO PRETTY GOOD RETURN ON OUR INVESTMENT THERE. AND IF I COULD JUST ON THE LAST TWO SLIDES AS WELL. AGAIN, IF YOU REMEMBER, THROUGH PROJECT RIGHTSIZE, THE INTENT WAS TO CONSIDER SELLING THE PDC. BUT AS WE HAVE UPDATED THE BOARD ALONG THE WAY DUE TO MARKET CONDITIONS AND OTHER FACTORS, WE REALIZED THAT THE PDC PROBABLY WAS NOT THE PRIME ASSET THAT WE WOULD WANT TO SELL AT THIS TIME. AND WE ARE WE ARE STILL USING THAT TO HOUSE OUR SPECIAL EDUCATION STAFF, OUR PROFESSIONAL DEVELOPMENT STAFF, ETC. BUT WE RECOGNIZED ALSO THAT WE MADE A PROMISE TO OUR COMMUNITY THAT WE WOULD SELL ANY EXCESS ASSETS THAT WE DID HAVE TO TRY TO RECOUP, YOU KNOW, THAT $10 MILLION. AND SO WE HAVE DELIVERED ON THAT PROMISE. IT'S A DIFFERENT SET OF PROPERTIES. BUT WE DID DELIVER ON WHAT WE PROMISED THROUGH PROJECT RIGHTSIZE. THE OTHER THING I WOULD JUST WANT TO NOTE WITH THESE ALLOCATIONS, IT'S IMPORTANT TO AGAIN REMIND EVERYONE WE DID NOT LAY ANYONE OFF, NO ONE LOST A JOB. BASICALLY, WE WERE ABLE TO TAKE THESE INDIVIDUALS THAT DID HAVE TO MOVE TO CAMPUS AND WE WERE ABLE TO PLACE THEM. ALMOST ALL OF OUR EMPLOYEES GOT THEIR FIRST OR SECOND CHOICE IN TERMS OF A NEW CAMPUS LOCATION OR A GRADE LEVEL. [00:15:06] AND ALSO, YOU MIGHT BE LOOKING AT, WELL, WE KNOW WE HAVE MORE THAN 55 TEACHERS THAT THAT TAUGHT IN THESE FOUR BUILDINGS. REMEMBER, THESE BUILDINGS DID HAVE CHILDREN AND THEY STILL NEED TO BE TAUGHT. SO WE WERE ABLE TO FIND EFFICIENCIES FOR EXAMPLE, YOU SEE IN THE ADMIN SOME OF THE PARAPROFESSIONAL NET OFFICE STAFF. YOU DON'T HAVE TO HAVE YOU KNOW, IT WAS FOUR LESS LIBRARIANS, FOR EXAMPLE. BUT WE STILL HAD TO HAVE TEACHERS TO TEACH THE CHILDREN THAT WERE THERE. THEY'RE JUST NOW IN A NEW LOCATION. SO AGAIN, I FEEL PRETTY GOOD THAT OUR ESTIMATE WAS SPOT ON WITH WHAT WE PROJECTED OUR SAVINGS TO BE. AND I FEEL LIKE WE'VE REALIZED THAT. BUT I JUST WANTED TO PROVIDE THAT CLARITY FOR OUR COMMUNITY. THANK YOU, MRS. BRANUM. MOVING INTO THE CHILD NUTRITION FUND BUDGET HIGHLIGHTS. WE'VE BUDGETED FOR A 3% RAISE ON CURRENT SALARY. WE STILL HAVE 23 COMMUNITY ELIGIBILITY PROVISION CAMPUSES, THAT HAS NOT CHANGED FROM THE PRIOR YEAR. AND OUR CEP CAMPUS FAMILIES WILL STILL NEED TO COMPLETE THE LOCAL INCOME FORM. OUR NON CEP CAMPUSES WILL COMPLETE THE REGULAR FREE AND REDUCED LUNCH APPLICATION FORM, AND WE HAVE BUDGETED FOR AN INCREASE IN THE MEAL PRICE. THE LUNCH EXCUSE ME NOT NOT ALL MEALS, JUST THE LUNCHES AT OUR CAMPUSES AND WE'RE INCREASING THAT PRICE BY $0.25. AND YOU CAN SEE THE ELEMENTARY LUNCH GOING FROM $2.80 TO $3.05, AND THE JUNIOR MIDDLE AND HIGH SCHOOL LUNCH GOING FROM $2.95 TO $3.20 AND NO CHANGE IN THE BREAKFAST. HERE'S A COMPARISON OF OUR ADOPTED BUDGET FOR THE CHILD NUTRITION FUND FOR 24-25 AND THE PROPOSED BUDGET FOR 25-26. AND YOU CAN SEE WE HAVE BUDGETED A DECREASE IN EXPENDITURES OF ABOUT $4 MILLION. THERE WERE SOME ONE TIME EXPENDITURES IN FISCAL YEAR 24- 25 THAT WE NEEDED TO SPEND DOWN SOME FUND BALANCE IN THE CHILD NUTRITION FUND TO COMPLY WITH FEDERAL REGULATIONS AROUND FUND BALANCE AND SOME THEY PURCHASED SOME EQUIPMENT. OUR DEBT SERVICE FUND THE INTEREST AND SINKING FUND RATE REMAINS AT $0.35. WE'VE ISSUED $725 MILLION OF THE $750 MILLION IN BONDS THAT WERE APPROVED BY APPROVED BY VOTERS IN 2021, WILL BE ISSUING THE REMAINING $25 MILLION. WE ARE ALL BETTER BECAUSE OF YOU AND WHAT YOU HAVE DONE TO HELP ENSURE THINGS HAVE GOTTEN TO THE FINISH LINE. THINGS HAVEN'T GOTTEN TO THE FINISH LINE, AND YOU HAVE BEEN A BIG PART OF ALL OF THAT. YOU'LL SEE THAT 8700 PLUS BILLS WERE FILED ONLY 13.9% OF THOSE MADE IT. [01:20:01] OF THOSE, 107 WERE EDUCATION BILLS, EIGHT 8%, LET'S CALL IT 9% OF THE BILLS THAT PASSED DEALT WITH EDUCATION. THAT'S A REALLY BIG AMOUNT FOR THAT ONE SUBJECT. YOU SEE THE NUMBER OF HOUSE BILL, SENATE BILLS THAT PASSED THE SENATE WAS A LITTLE MORE PRODUCTIVE. WE WILL BE VOTING ON WHAT LOOKS TO BE 18 SENATE AND HOUSE JOINT RESOLUTIONS, AND SOME OF THAT WILL BE PROPERTY TAX RELIEF THAT YOU'LL SEE THERE. AND THEN DOWN AT THE BOTTOM, IT JUST SHOWS SENATE EDUCATION AND HOUSE EDUCATION AND HOW MANY BILLS ACTUALLY WENT TO THE COMMITTEE AND HOW MANY BILLS ACTUALLY PASSED OUT. SO YOU ALL CAN SEE THERE'S A LOT OF WORK THAT GETS DONE, AND IT JUST DOESN'T END UP BEING A WHOLE LOT, EXCEPT THAT THERE IS A LOT. OKAY. SO OUR PRIORITIES AND I REALLY THINK WE DID VERY WELL WITH OUR PRIORITIES, OUR DISCIPLINE BILL. I THINK SUPERINTENDENT BRANUM AND MR. DR. GIBBONS WORKED REALLY HARD ON THAT AND IT REALLY MADE A DIFFERENCE. AND THIS I THINK, IS REALLY THE FIRST TIME THEY'VE COME THROUGH WITH A BIG DISCIPLINE BILL LIKE THIS. AND IT PASSED THE FIRST TIME, WHICH IS AMAZING. FUNDING FOR HOUSE BILL TWO BOY, THAT WAS ALL OVER THE PLACE. THE HOUSE GAVE A VERSION WE LIKED. THE SENATE CAME ALONG AND MADE SOME CHANGES, MADE IT MORE PRESCRIPTIVE. THEY GAVE US A LOT OF MONEY YOU'VE HEARD AND YOU WILL HEAR ALL THROUGH THE NEXT ELECTION CYCLE THE HISTORIC AMOUNT OF DOLLARS THAT WERE PUT INTO PUBLIC EDUCATION. AND THAT IS TRUE. AND THEY HAVE BEEN VERY SPECIFIC ON WHERE THOSE DOLLARS ARE GOING TO GO, WHICH WE'LL TALK ABOUT A LITTLE BIT MORE. ACCOUNTABILITY DIDN'T MAKE IT. AND THAT WAS ONE OF OUR THAT'S THE ONLY ONE AND I GUESS WE'RE USED TO WHAT WE KNOW SO IT'LL BE OKAY. THIS WAS WHAT WAS INTERESTING TO ME THAT SO THE WHOLE BUDGET FOR THE WHOLE STATE IS $338 BILLION FOR A TWO YEAR PERIOD. OUR BIENNIUM IN TEXAS STARTS SEPTEMBER 1ST. SO THIS SEPTEMBER WILL BE THE BEGINNING OF A NEW BIENNIUM AND IT'LL GO THROUGH AUGUST 31ST OF 2027. THERE IS $8.5 BILLION IN NEW PUBLIC EDUCATION FUNDING, $3.1 BILLION FOR ENROLLMENT GROWTH. AND THEN THERE'S $51 BILLION, WHICH THEY HAVE GIVEN IN THE PAST FOR PROPERTY TAX RELIEF. BUT $10 BILLION OF THAT IS NEW. SO YOUR $3.1 BILLION FOR ENROLLMENT GROWTH PROJECTIONS IS ALREADY IN THE SYSTEM. SO IS $41 BILLION FOR PROPERTY TAX RELIEF. SO THEY WILL THEY ARE CORRECT IN SAYING THERE'S A LOT OF MONEY IN PUBLIC EDUCATION IN TEXAS. NOW, THIS IS I'M NOT GOING TO READ ALL OF THESE THINGS. I KNOW YOU LOOK AT IT AND SEE, BUT THIS IS SOME OF THE GREAT STUFF THAT HAPPENED IN THE DISCIPLINE BILL THAT I HOPE WILL REALLY MAKE OUR TEACHERS FEEL LIKE THEY HAVE A LITTLE MORE CONTROL OVER CLASSROOM MANAGEMENT. THAT WAS TALKED ABOUT A LOT. THERE WAS SOME NAYSAYERS ABOUT THE BILL, BUT I WAS ALWAYS ABLE TO ASSURE THEM THAT RICHARDSON ISD IS NOT GOING TO ABUSE THE ABILITY TO DO THIS. THIS IS FOR ONE OFF CIRCUMSTANCES THAT DON'T HAPPEN VERY OFTEN. AND IN FACT, I HAD ONE OF OUR REPRESENTATIVES WAS GOING TO VOTE AGAINST IT AND TOLD ME SO AND I SAID, PLEASE RECONSIDER THIS THESE ARE OUR STORIES. THIS IS WHAT'S HAPPENED. AND SHE ENDED UP VOTING FOR IT, WHICH WAS I THINK WE WERE ALL IMPRESSED AND GRATEFUL. HOUSE BILL TWO, THIS IS SOME OF THE STUFF THAT WE'RE GOING TO GET MORE DETAIL ON, AND YOU'LL HEAR ABOUT IT OVER AND OVER AGAIN. BUT JUST I WANT YOU TO SEE THAT WE HIT THE BASIC ALLOTMENT OF $55 PER STUDENT. THAT'S SUCH A LITTLE AMOUNT, I KNOW, BUT THERE ARE MANY OTHER PLACES WHERE MONEY IS BEING FUNDED. THAT $55 IS NOT GOING TO BE SUBJECTED TO ANY PERCENT TO GO TO TEACHERS. SO THAT'S ONE GIFT MAYBE YOU COULD CALL IT. THE SAFETY ALLOTMENT HAS DOUBLED IN MOST CASES. OUR TEACHER PREP PROGRAMS THEY'RE REALLY WORKING ON, THEY'VE REALLY FOCUSED, I THINK, ON A LOT ON TEACHERS THIS TIME, PRE-K AND EARLY EDUCATION REFORMS. THERE'S AN ADDITIONAL $677 MILLION FOR THOSE THINGS. THEY'LL SAY THAT THEY FUNDED PRE-K. IT'S KIND OF QUESTIONABLE EXACTLY HOW THAT'S GOING TO HAPPEN RIGHT. SPECIAL EDUCATION. THEY'RE GOING TO DO IT BY TIERS OF INTENSITY WHERE THEY HAVEN'T DONE THAT BEFORE. SO THAT WILL BE HELPFUL. AND THEY PUT ANOTHER $850 MILLION IN THAT. NONE OF THOSE THINGS WILL FILL ALL OUR GAPS. BUT WE ARE GOING TO BE MUCH BETTER THAN WE WERE WHEN THIS SESSION STARTED. THESE ARE THE NEW THINGS. SO THEY HAVE NEW ALLOTMENTS AND NEW TEACHER RETENTION ALLOTMENT WAS ALMOST HALF OF WHAT THEY SPENT $4.2 BILLION IN PAY RAISES FOR TEACHERS, JUST TEACHERS. THEN THEY DID A STAFF SUPPORT ALLOTMENT, WHICH WAS ANOTHER $45. AND THOSE ARE FOR EVERYBODY BUT TEACHERS EXCEPT ADMINISTRATORS. AND THEN ANOTHER ONE THEY LOVED THIS THE ALLOTMENT FOR BASIC COSTS. I'M SURE IT WAS SOMEONE LATE NIGHT THING. PEOPLE WERE LIKE, OH, LET'S CALL IT THE ABC EDUCATION. SO THAT'S HELPFUL. AND NOTICE THERE IT'S PER ENROLLED STUDENT. SO THAT'S THAT'S GOING TO BE A LITTLE BIT MORE. AND THEN THERE ARE CTE ENHANCEMENT ENHANCEMENTS I KNOW WE HAVE JROTC AND THAT WILL BE COUNTED NOW AS CTE WHICH WILL BRING [01:25:01] MORE FUNDING IN. SO THERE ARE THINGS THAT WE'RE GOING TO REALLY LIKE ABOUT THIS BILL. WHAT ELSE MADE IT? STANDARD METHOD OF COMPUTING THE STUDENT GPA, LIMITS ON STUDENT PHONE USE. I HEARD THAT TODAY. AND THE NEWS. EXEMPTIONS FROM SCHOOL ADMINISTRATION, IMMUNIZATION. SORRY. EXPANDS THE TAX HOLIDAY FOR SCHOOL RELATED ITEMS. THE REMOVAL OF UNRULY SPECTATORS FROM SPORTS EVENTS. THERE WILL BE SOME PEOPLE WHO APPRECIATE THAT. NOW, WHAT DIDN'T MAKE IT. AND I THINK THESE ARE THE THINGS THAT WE WORKED REALLY, REALLY HARD ON. HB FOUR WOULD HAVE ELIMINATED STAAR, THAT DIDN'T HAPPEN. WE'RE REALLY GOING TO WORK HARD ON THAT IN THE 2027 SESSION. HOUSE BILL 19 WAS A DISASTER. SO GRATEFUL THAT DIDN'T HAPPEN. SENATE BILL 19 WOULD HAVE PROHIBITED TAXPAYER FUNDED LOBBYING, WHICH WOULD HAVE IMPACTED THE TASBOS AND THE TASBS. THERE'S SOME OTHER DEBT LANGUAGE. A LOT OF THE ELECTION AND BOND BILLS DID NOT PASS. EVERYTHING I'M HEARING IS THAT THEY'RE GOING TO GO FULL STEAM AHEAD NEXT TIME. SO WE NEED TO JUST BE THINKING ABOUT THAT. ELECTIONEERING FOR TRUSTEES. THERE WERE ALL KINDS OF DEFINITIONS OF THINGS. BUT ANYWAY, THERE WERE THERE WERE THINGS THAT DIDN'T MAKE IT THAT WE WERE HAPPY ABOUT. THIS IS JUST FOR YOUR INFORMATION, I WANT YOU JUST TO SEE THE NUMBER OF BILLS THAT HAD TO DO WITH EDUCATION, THE SENATE PRIORITY BILLS, AND THEY PASSED. YOU KNOW, IF WE'VE ALREADY PASSED A RAISE, THEN WHAT DOES THAT MEAN IN TERMS OF THAT DIFFERENCE BETWEEN THE RES AND THE THE $5,000? IN FACT, THERE ARE VERY FEW THAT ARE IMMEDIATE. FOR EXAMPLE, THE CELL PHONE BILL IS ONE OF THE FEW THAT IT'S IMMEDIATE. WE HAVE WITHIN 90 DAYS OF THE BILL PASSING, WE ALREADY HAVE THAT BOARD POLICY PASSED. BUT WITHIN 90 DAYS OF THAT BILL PASSING, SCHOOL BOARDS HAVE TO TO VOTE ON A CELL PHONE FREE POLICY. BUT OUTSIDE OF THAT, MOST OF THEM, IT'S GOING TO TAKE US LONGER TO TO IMPLEMENT AND TO UNDERSTAND. SO JUST I WOULD SAY TEA IS GOING TO BE REALLY, REALLY BUSY BECAUSE THERE ARE A LOT OF THINGS THAT WILL BE EFFECTIVE SEPTEMBER 21ST. AND THEY WANT THESE THESE RAISES AND THIS PRE-K TEACHER THING. WELL AND FOR EXAMPLE, THE SPECIAL EDUCATION ALLOTMENT, THAT'S ONE WHERE IT'S PROBABLY AT LEAST A YEAR AWAY, BECAUSE AN INTENSITY FUNDED MODEL IS COMPLETELY DIFFERENT THAN WHAT THEY'RE DOING NOW, AND THEY'RE GOING TO HAVE TO SPEND A LOT OF TIME UNDERSTANDING AND KIND [01:30:08] OF, YOU KNOW, THEY HAVE TO WORK WITH THE NUMBERS LIKE IF THIS IS HOW MUCH IS ALLOTTED AND THESE ARE HOW MANY STUDENTS THAT WE'RE SERVING. AND HERE ARE ALL THE DIFFERENT PROGRAMS. AND HOW DO WE DESIGN AN INTENSITY MODEL WITHIN THAT BUDGET. SO FOR EXAMPLE, THAT'S SOMETHING WE DON'T ANTICIPATE REALLY SEEING THE COMPLETE FRUITS OF THAT UNTIL THE 26-27 SCHOOL YEAR, IF NOT LATER. SO AGAIN, EVEN AGAIN, WE ARE SO THANKFUL AND GRATEFUL THAT THIS INVESTMENT HAS BEEN MADE, BUT THERE'S STILL A LOT OF UNCERTAINTY WITH ALL OF THE SPECIFICS OF IT. AND TODAY WE'LL TALK ABOUT THE MAP ASSESSMENT, WHICH IS ONE OF THE BIG DATA POINTS THAT OUR CAMPUSES ARE USING. AS A SUPERINTENDENT, BRANDON MENTIONED AT THE BEGINNING OF THE YEAR IN SEPTEMBER, WE GAVE THAT FIRST ASSESSMENT, USED THAT INFORMATION TO PROGRESS, MONITOR AND TO RESPOND TO THOSE RESULTS IN OUR INSTRUCTION. MIDDLE OF THE YEAR, JANUARY. THAT'S THE SECOND ASSESSMENT THAT IS GIVEN. AND AGAIN, USING THOSE RESULTS TO BE ABLE TO PROGRESS, MONITOR AND DETERMINE THE NEEDS OF OUR STUDENTS SO THAT WE CAN SEE THAT YEAR'S GROWTH AT THE END OF THE YEAR, WHICH WAS OUR ASSESSMENT THAT WAS PROVIDED IN MAY. THIS IS ALL INFORMATION THAT WE CAN USE WHILE WE WAIT FOR THOSE ACCOUNTABILITY RESULTS THAT WE WILL PROBABLY GET IN AUGUST. THE MAP ASSESSMENT. AS A REMINDER, THIS IS A MEASURE THAT TRACKS STUDENT GROWTH ACROSS DIFFERENT YEARS. THEY USE WHAT'S CALLED THE RIT SCALE. IT IS A STABLE SCALE, VERY SIMILAR TO A RULER. SO WE'RE ABLE TO MEASURE AS THE STUDENTS PROGRESS FROM GRADE LEVEL TO GRADE LEVEL, WE CAN SEE THAT TRAJECTORY. AND WE HAVE A GRAPHIC THERE THAT KIND OF REPRESENTS WHAT OUR PARENTS ARE ABLE TO SEE ON THEIR STUDENTS RESULTS YEAR AFTER YEAR. WHEREVER THEY STARTED FROM, WE GET TO SEE HOW THEY'RE PROGRESSING. WE'RE GOING TO START WITH THE MAP READING ENGLISH RESULTS. AND FOR THIS REPORT, WE'RE LOOKING AT THE RESULTS FOR FALL 2024 TO THE SPRING OF 2025. THOSE STUDENTS THAT WERE ABLE TO SHOW GROWTH WITHIN A YEAR THE READING IN ENGLISH IS AVAILABLE FROM KINDERGARTEN TO EIGHTH GRADE IN OUR DISTRICT. AND AT THE VERY BOTTOM, YOU CAN SEE THOSE NATIONAL NORM MEAN RATES THAT ARE PROVIDED TO US. [02:00:06] JUST AS A COMPARISON POINT WE ARE REALLY EXCITED TO SEE THE GROWTH THAT WE'VE HAD AT EVERY SINGLE GRADE LEVEL. ONE OF THE THINGS I DO WANT TO POINT OUT IS THAT WHEN WE LOOK AT THE LOWER GRADE LEVELS, WE'LL SEE KIND OF A BIGGER INCREASE FROM BEGINNING OF THE YEAR TO THE END OF THE YEAR. THAT'S TO BE EXPECTED JUST BECAUSE OF THE AMOUNT OF LEARNING THAT'S HAPPENING IN THOSE EARLY GRADE LEVELS. AND IT'S REFLECTED IN THE NORMS AS WELL. SO YOU SEE THOSE GAPS AS YOU START GETTING TO THE HIGHER GRADES, IT'S ONLY LIKE A FOUR POINT INCREASE BETWEEN THE NATIONAL NORMS. WHEREAS IN KINDERGARTEN YOU CAN SEE IT'S A LITTLE MORE SIGNIFICANT EVEN AT THE NATIONAL NORM LEVEL. AND SO WE'RE JUST REALLY EXCITED TO BE ABLE TO SEE THAT ACROSS EACH OF THOSE GRADE LEVELS. WE ALSO HAVE THE INFORMATION REPRESENTED FOR OUR STUDENT GROUP PERFORMANCE. WE DON'T HAVE NATIONAL NORMS FOR THESE THEY DON'T PROVIDE THOSE TO US FOR STUDENT GROUPS, BUT WE STILL WANTED TO BE ABLE TO SHOW THAT TO YOU AND TO BE ABLE TO CELEBRATE SOME OF THE GROWTH THAT WE'RE SEEING ACROSS ALL DEMOGRAPHICS. AND IN SOME OF OUR OTHER SPECIALS THAT POPS. SO EXCITED TO SEE OUR EMERGENT BILINGUAL, OUR SPECIAL EDUCATION. WE'RE SEEING THAT GROWTH FROM THE BEGINNING OF THE YEAR TO THE END OF THE YEAR. WE ALSO WANTED TO PRESENT OUR SPANISH. WE DO HAVE STUDENTS IN OUR DUAL LANGUAGE PROGRAM THAT TAKE THE SPANISH MAP ASSESSMENT. AND SO HERE YOU'RE ABLE TO SEE THAT GROWTH FOR OUR STUDENTS. AND WE'RE SEEING THAT GROWTH IN SPANISH AS WELL. SO OUR STUDENTS ARE MEETING SOME OF THOSE NATIONAL NORMS. WE DO SEE THAT IN SOME OF THE UPPER GRADES. THERE'S A FEW THAT WERE CLOSE BUT NOT, YOU KNOW, NOT QUITE THERE. EXCITED ABOUT THIRD GRADE. WE SAW THAT WE WERE A LITTLE BIT BELOW AT THE BEGINNING OF THE YEAR, AND AT THE END OF THE YEAR, WE'RE ABOVE THAT NATIONAL NORM. SO JUST SOME CELEBRATIONS THERE. AND THEN WE MOVE INTO MATHEMATICS. AGAIN, SEEING THE CHANGE BETWEEN BEGINNING OF THE YEAR AND END OF THE YEAR, YOU CAN SEE THE NORMS FOR MATH. ONE OF THE THINGS THAT I DO WANT TO POINT OUT FOR MATH, THAT YOU'LL SEE THAT LITTLE DIP IN EIGHTH GRADE, THAT EIGHTH GRADE GROUP, BECAUSE OF ALGEBRA FOR ALL, IS ONLY 218 STUDENTS. THOSE ARE THE STUDENTS THAT ARE TAKEN IN ON GRADE LEVEL MATH COURSE. THE REST OF OUR EIGHTH GRADERS ARE INCLUDED IN ALGEBRA ONE BUCKET. BUT IT'S REALLY EXCITING TO SEE THAT WE'RE ABOVE THE NATIONAL NORM FOR ALGEBRA ONE. AND THESE ARE EIGHTH GRADERS IN ALGEBRA. SO THAT FOR US WAS REALLY A BIG CELEBRATION. AND THEN AGAIN PRESENTING THE INFORMATION FOR OUR SUBGROUPS BIG, WE CAN SEE THAT ACROSS THE JUST NOT ALL, NOT ONLY ALL OUR STUDENTS, BUT ALSO FOR OUR ECONOMICALLY DISADVANTAGED, OUR EMERGENT BILINGUAL OR SPECIAL EDUCATION STUDENTS. WE SEE THAT GROWTH FROM THE BEGINNING OF THE YEAR TO THE END OF THE YEAR. AND THEN SOMETHING THAT WAS MENTIONED EARLIER, OUR GROWTH COMPARISON FROM THE BEGINNING OF THE YEAR TO THE END OF THE YEAR. WE'RE REALLY EXCITED TO BE ABLE TO PRESENT TO YOU THE RESULTS OF THAT. WE HAVE MET OUR NATIONAL GROWTH NORMS. WE ARE AT A LITTLE OVER THAT 50%. AND SO THAT PUTS US WHERE WE KNOW WE NEED TO BE. THAT IS THE EXPECTATION PRESENTED FROM MAP GROWTH, THAT AT LEAST 50% OF OUR STUDENTS SHOULD BE MEETING THEIR GROWTH GOALS, AND WE'RE THERE. SO WE ARE EXCITED TO SEE THAT. AND IF YOU COULD, DR. ORTIZ, JUST AGAIN, FOR THOSE WHO ARE LISTENING AND MAYBE NEW TO MAP, AGAIN, THAT JUST DOES NOT MEAN THAT THE OTHER 50% OF OUR STUDENTS WERE NOT GROWING. THEY ARE GROWING. HOWEVER, WHEN WE LOOK AT MAP SETS, A PRETTY HIGH TRAJECTORY OF WHERE WE WANT STUDENTS TO GROW, AND IT KIND OF IS BEYOND JUST THAT YEARS OF GROWTH. SO THIS IS REALLY MEASURING THOSE STUDENTS WHO EXCEEDED THAT YEARS WORTH OF GROWTH. SO THIS IS NOT AN INDICATION THAT THE OTHER 50% WERE STACKED. YES. SO BASED ON HOW THEY PERFORM ON THEIR BEGINNING OF THE YEAR ASSESSMENT, THEY'RE GIVEN A GOAL LIKE THIS IS YOUR GOAL THAT YOU NEED TO HAVE AT THE END OF THE YEAR. AND THAT IS SOMETHING THAT'S BEEN REALLY GREAT AS WE VISIT CAMPUSES TO SEE THOSE CONVERSATIONS. AND I'M SURE OUR PRINCIPALS COULD SHARE A LITTLE BIT MORE ABOUT THAT, BUT THEY'RE HAVING CONFERENCES WITH STUDENTS, BRINGING PARENTS IN FOR EVENTS TO REALLY GO OVER THEIR INDIVIDUAL STUDENT GOALS. AND THIS IS ONE OF THOSE ASSESSMENTS THAT THEY'RE LOOKING AT WHEN THEY'RE HAVING THOSE CONVERSATIONS. AND SO GOING INTO CAMPUS AND SEEING A SECOND GRADER KNOWING WHAT THEIR GOAL IS FOR THE END OF THE YEAR AND REALLY DOING WHAT THEY NEED TO MAKE SURE THAT THEY CAN ACHIEVE THAT IS REALLY, REALLY GREAT. BUT IT DOESN'T MEAN THAT THE 50%, 50% ARE NOT GROWING. THE 50% ARE JUST THE ONES THAT MET THAT SURPASS THAT GOAL THAT WAS SET FOR THEM. SO WE HAVE A LOT OF CELEBRATIONS. BUT WE DID WANT TO HIGHLIGHT SOME THAT HAD SOME OUTSTANDING GROWTH IN MATH AND OR RLA FOR BEGINNING OF YEAR TO THE END OF THE YEAR. AND SO THEY WERE NAMED EARLIER. SO WE HAVE A FEW ELEMENTARIES CAROLYN BUKHAIR TERRACE, PRAIRIE CREEK, YALE FOREST MEADOW MIDDLE SCHOOL AND NORTHWEST JUNIOR HIGH. THAT HAD JUST SOME AMAZING GROWTH FOR THEIR MATH. THE INTERNATIONAL MEETINGS ARE TEACHERS ARE HAVING WITH OUR STUDENTS. OUR TEACHERS KNOW OUR KIDS. THEY KNOW THEIR TARGETS. THEY KNOW WHERE THEY NEED TO BE PUSHED. THEY KNOW WHERE THEY STRUGGLE. AND SO THAT'S COMMENDABLE. THAT IS NOT A ONE YEAR ISSUE. THAT HAS BEEN A MULTIPLE YEARS OF REALLY GREAT TEACHING, REALLY STAYING, YOU KNOW, WITH MOVING KIDS FORWARD AT A PACE TO WHERE NOW, OVER TIME, WE'RE SEEING THIS OUTCOME IN THIS REBOUND. I THINK THAT IS WE'VE TALKED TO YOU AND THE STAFF AND ALL OF THAT BECAUSE WE'VE COMMENTED ON THE SCORES NOT BEING THERE. WE'VE COMMENTED ON WE'RE NOT SEEING WHAT WE WANT TO SEE. WHEN YOU'RE TALKING ABOUT OUR EIGHTH GRADE SCORES ARE ONLY 218 STUDENTS, AND YOU'RE TALKING ABOUT THEN ALGEBRA ONE BEING, YOU KNOW, A BIGGER POOL. CAN YOU EXPLAIN WHY THAT IS? WE ONLY HAVE 218 STUDENTS. AND WHAT THAT MEANS FOR THE STUDENTS WHO ARE GOING INTO ALGEBRA ONE, WHAT WE'RE DOING FOR OUR STUDENTS AND THE CHANGE THAT MAKES. YES, MA'AM. SO RESEARCH IS VERY CLEAR THAT ONE OF THE GREATEST BARRIERS FOR STUDENTS ACCESSING HIGHER LEVEL COURSES IN HIGH SCHOOL IS ALGEBRA ONE. SO IF YOU THINK ABOUT A STUDENT'S TRAJECTORY OF MATH COURSES AT THE HIGH SCHOOL LEVEL, FOR THEM TO REALLY HIT THAT TSI MET STANDARD LEVEL WHERE THEY ARE NOT HAVING TO TAKE A REMEDIATION COURSE. IN COLLEGE ALGEBRA ONE IS JUST ONE OF THOSE PREDICTORS. AND SO OVER TIME, AGAIN, WE'VE, WE'RE, YOU KNOW, WE'VE HAD SOME ROLLER COASTERS AND SOME UPS AND DOWNS. BUT OVER TIME, WE HAVE REALLY BUILT A PROGRAM THAT ALLOWS STUDENTS TO ACCESS THAT ALGEBRA ONE BY EIGHTH GRADE. AND WHAT WE DON'T DO, AND AS EVIDENCED BY THE 218 STUDENTS, IS WE DO INDIVIDUALIZE THAT. SO WHEN WE KNOW A STUDENT NEEDS MORE TIME, BECAUSE WE KNOW STUDENTS ALL PROCESS LEARNING AND ESPECIALLY MATH AT AND IT TAKES STUDENTS DIFFERENT AMOUNT OF TIME. SOME OF THEM MAY STILL BE IN EIGHTH GRADE MATH, BUT FOR THE VAST MAJORITY OF OUR STUDENTS WE HAVE AROUND 22-2300 STUDENTS IN EVERY CLASS. SO THAT MEANS WE HAVE 2,100 8TH GRADERS THAT ARE SITTING IN ALGEBRA ONE AND ARE ACCELERATING TO ALGEBRA ONE, AND IT IS REMOVING A BARRIER. AND I WILL SAY SPECIFICALLY FOR OUR ECONOMICALLY DISADVANTAGED STUDENTS THAT TYPICALLY ARE NOT OUR STUDENTS WHO ARE TAKING THAT HIGHER LEVEL MATH CLASS IN HIGH SCHOOL ALGEBRA ONE IN EIGHTH GRADE IS ALLOWING THEM TO ACCESS THOSE COURSES, WHICH IS ALSO SUPPORTING OUR ADVANCED PLACEMENT COURSES, OUR DUAL CREDIT COURSES. P-TECH, IBCS. IT REALLY IS A CONTRIBUTOR TO ALL OF THOSE OUTCOMES THAT WE HAVE SET AS A GOAL. AND IT SUPPORTS THAT BECAUSE THEY CAN TAKE SOME OF THESE CLASSES WITHOUT THAT PREREQUISITE. ABSOLUTELY. SO NOT ONLY DOES IT ALLOW THEM TO ADVANCE IN MATH AT A FASTER RATE, BUT ALSO TO ACCESS THESE OTHER SCIENCES, SOME OF THESE OTHER COURSES THAT WITHOUT THAT COURSE AT THAT YEAR, THEY WOULD NOT BE ABLE TO ACCESS. I'M ASSUMING THEN THAT CHANGES THE DEGREE THAT THEY CAN GET AT GRADUATION. SO GIVING OUR KIDS EVERY CHANCE, EVEN IF THEY DON'T KNOW THAT THEY ARE READY FOR THAT AND REALLY SUPPORTING THEM THROUGH IT, I THINK MAKES A DIFFERENCE FOR ALL OF THOSE STUDENTS THERE. I WILL ALSO SAY FOR A WHILE IN THIS EIGHTH GRADE, WE WERE NOT SEEING WE WERE SEEING NOT SCORES, CERTAINLY NOT HIGH AS WE WANT THEM TO BE. HOWEVER, AS I'M LOOKING AT THIS, THIS IS ONE OF THE FIRST YEARS WE'RE SEEING SOME SIGNIFICANT GROWTH FOR THOSE STUDENTS IN EIGHTH GRADE BECAUSE THOSE 218 STUDENTS ARE IMPORTANT TO. AND I KNOW THAT YOU GUYS KNOW THAT. AND I KNOW YOU GUYS ARE WORKING HARD WITH THAT. AND WE'RE SEEING SOME FRUITS OF THAT LABOR AS WELL. I THINK ALL OF THAT IS TO SAY, IT'S BEEN A ROUGH COUPLE OF YEARS AS FAR AS REBOUND IN EDUCATION. AFTER THAT, AND I THINK EVERYBODY WANTED IT IMMEDIATELY, I DID. I WANTED IT IMMEDIATELY FOR SURE. RIGHT. I THINK EVERYBODY DID. BUT THAT'S NOT HOW THIS WORKS. AND IT'S NOT HOW OUR CHILDREN WORK IN THEIR BRAINS. AND YOU GUYS HAVE WORKED EXTREMELY HARD. BUT I THINK TO YOUR POINT, MISS BRANUM, THE IMPACT, YOU ALMOST DON'T SEE IT TILL YOU GET TO HIGH SCHOOL, RIGHT? AND WE SEE EXACTLY WHAT MISS TIMME WAS SAYING. YOU KNOW THAT. THAT'S WHY THESE KIDS ARE TAKING THESE ADVANCED COURSES, AND THAT'S WHY THEY'RE PROGRESSING AND HAVING SO MUCH SUCCESS. SO I LOVE THE PARENT COMPONENT. OR MAYBE THEY'RE NOT A GREAT TEST TAKER ON A ON A GIVEN DAY WHERE I THINK WHAT MATH ALLOWS ALL OF US TO DO IS TO REALLY KNOW WHAT IS IT? WHAT IS THE SKILL LEVEL OF MY STUDENTS EXACTLY? SO I OFTEN WILL HAVE PARENTS AND PRINCIPALS TO MR. VEGA'S POINT OF WE HAVE A STUDENT WHO MAY BE IN A GRADE IS NOT DOING WELL. MAYBE THEY HAVE A, YOU KNOW, A LOWER GRADE, BUT THEIR MATH SCORES SHOW THAT, OH MY GOSH, YOU'RE CAPABLE OF THIS. AND IT ALLOWS US TO HAVE A DIFFERENT CONVERSATION THAN MAYBE WE WOULDN'T. BUT IT'S LIKE HAVING THAT CONVERSATION OF HOW CHALLENGING THAT STUDENT, RIGHT? AND REALLY BEING ABLE TO HELP THEM ADVANCE. SO ONE QUESTION THAT I DID HAVE WAS I JUST WONDERED, AND YOU MAY HAVE ALREADY ANSWERED THIS, BUT THESE END OF THE YEAR MATH SCORES, DOES IT REFLECT IN ANY WAY LIKE WHAT THE PRIMARY SCORES FOR STAR WOULD BE LIKE? SO THAT'S ANOTHER THING THAT'S REALLY POWERFUL ABOUT SOME OF THE DATA POINTS THAT WE GET. WHEREAS THE STAAR IS JUST FOR THE STATE OF TEXAS, IT'S A CRITERION TEST. SO IT'S REALLY LIKE YOU'VE GOT TO MEET THIS STANDARD TO GET A PASSING SCORE. AND THIS ONE GIVES US JUST AN OVERALL PROFILE OF HOW WE'RE DOING THROUGHOUT THE YEARS. SO WHEN YOU SHOWED ON THE SCREEN WHAT YOU GUYS WERE TEACHING THE PRINCIPLES AND WORKING WITH THEM ON THIS SUMMER AND ENCOURAGING THEM TO GO OVER THE MAP THEMES AND SCORES WITH THE, YOU KNOW, WITH THE TEACHERS AND HELPING TEACHERS WITH THEIR CONFERENCES. THAT IS HUGE, ESPECIALLY FOR THOSE ELEMENTARY SCHOOL PARENTS. SO I'M REALLY ENCOURAGED BY THAT. I'M SUPER EXCITED ABOUT IT. AND THE SCORES ARE TELLING THE STORY RIGHT ACROSS OUR DISTRICT. I ALSO HAVE A HIGH SCHOOL KID, RIGHT? AND SO WHEN I LOOK AT PEERS, MY LITTLE ONE, WHEN I LOOK AT HER SCORES, WHEN I'M LOOKING AT HER AND EVALUATING HER AS A KID, I'M LIKE I JUST WANT TO SEE MATH. LIKE, I REALLY JUST WANT TO SEE MAP. I DON'T CARE WHAT FOCUS SAYS. RIGHT? BUT WHEN I LOOK AT MY RISING 12TH GRADER, I'M LOOKING AT HIS GRADES. I'M LOOKING AT WHAT? WHAT ARE YOU DOING? WHAT KIND OF STUDENT ARE YOU DOING? WHAT ARE YOU PRODUCING IN THE CLASSROOM? SO I LOOK AT THEM TOTALLY DIFFERENT. AND FOR MY OLDEST, I DON'T KNOW WHAT I DID WITH HER. I THAT WAS THE TRIAL KID. WHICH. RIGHT I AM LEARNING. OKAY, SO I HAVE LEARNED WITH THE MIDDLE RIGHT. AND SO WITH THE BUT WITH THE LITTLEST ONE. NOW I'M MORE EDUCATED AND I GET IT RIGHT. AND SO I'M TRYING TO HELP OTHER PARENTS THAT ARE NEW AND YOUNGER. AND SO IT'S REALLY IMPORTANT THAT THAT PRINCIPAL PIECE IS IN THERE TO HELP US, BECAUSE YOU ONLY GET THAT ONE CHANCE WITH THE ELEMENTARY SCHOOL. AND THIS IS THE MOST IMPORTANT PART, IS OUR MAP PIECE BECAUSE, YOU KNOW, AND IT'S FUN TO TALK ABOUT THE OTHER. IF I COULD JUST GO BACK TO AND THANK YOU SO MUCH FOR THAT. I WANT TO REMIND US THAT STAAR, WHETHER IT'S A PASSING RATE, A SCALE SCORE, THE NUMBER OF QUESTIONS THAT IS DETERMINED SOMEWHAT ARBITRARILY EVERY YEAR [02:40:04] BY THE COMMISSIONER, WE WRITE, YOU KNOW, WE DON'T KNOW UNTIL AFTER THE TEST IS TAKEN HOW MANY QUESTIONS THE STUDENT HAS TO GET RIGHT IN ORDER TO HIT THAT APPROACHES, MEETS OR MASTERS. I MEAN, IT'S THERE'S JUST A LOT OF THERE'S A LOT OF COMPLEXITY TO STAR AND TO REALLY KNOWING WHAT DOES THAT MEAN FOR A STUDENT. WHEREAS MATH THERE IS NO LIKE IT'S NATIONALLY NORMED. WE KNOW WHAT WE HAVE TO DO. WE KNOW WHERE THE KIDS ARE. WE KNOW WHAT WE HAVE TO DO TO GROW THEM. SO AGAIN, PLEASE, NO I'M NOT. WE ARE HELD ACCOUNTABLE TO STAR. AND WE KNOW THAT THAT IS AN OUTCOME THAT OUR COMMUNITY LOOKS TO US AS WELL. BUT IT IS NOT AS IT IS NOT. IT IS NOT MAYBE AS SIMPLE AS WHAT OFTENTIMES PEOPLE TRY TO COMMUNICATE IN TERMS OF THE A3F ACCOUNTABILITY AND ALL OF THAT. SO. RIGHT. AND I AGREE LIKE I THINK AT THAT AT THE HIGH SCHOOL LEVEL, WHEN YOU'RE TAKING STAAR, RIGHT, WHAT THEY'RE DOING IN THE CLASSROOM EVERY DAY SHOWS US BEHAVIORAL ISSUES, WHETHER THEY'RE ACCOUNTABILITY ISSUES RIGHT. STAAR DOES NOT DO THAT FOR ME JUST AS A PARENT. BUT AT THAT YOUNGER AGE, THAT MAP, IT'S EVERYTHING. SO AND IT'S GREAT WORK FOR OUR STUDENTS. AND I WILL JUST KEEP COMING BACK TO THIS AND TO WHAT MISS TIMME MENTIONED EARLIER. WHEN YOU HAVE A HIGH ACHIEVING STUDENT, ONE OF THE QUESTION MARKS THAT YOU ALWAYS HAVE IS, IS MY CHILD GROWING? AND I'M SORRY, STAAR IS NOT A MEASURE OF IF I'M A HIGH ACHIEVING STUDENT AND I'M GOING TO I DON'T EVEN HAVE TO THINK ABOUT STAAR. I'M GOING TO PASS STAAR.
