HOWEVER, WE DO HAVE A QUORUM PRESENT AND THIS MEETING IS CALLED TO ORDER AT 6:01 P.M..

THE FIRST ITEM ON OUR AGENDA IS A PUBLIC COMMENT SECTION, MISS MCGOWAN.

BEFORE I BEGIN, I JUST LIKE TO DOFF MY HAT TO THE BREAST CANCER AWARENESS MONTH.

MY MOTHER IS A THREE TIME SURVIVOR, THE LAST BEING TEN YEARS AGO.

SO A TRUE FIGHTER AND AN AMAZING WOMAN.

IF YOU EVER WONDER WHERE I GET MY FIGHTING SPIRIT, YOU CAN DO IN THE GRAVES OF THE GREAT WILL.I.AM.

I GOT IT FROM MY MAMA.

BRIEFLY THOUGH, ON THE DEI PRESENTATION COMING UP, I GOT A BRIEF CHANCE TO LOOK AT THAT.

THE UPSTANDER PROGRAM IS ONE THAT I REALLY ENJOYED WHAT I READ WHEN I WENT TO THE HOLOCAUST MUSEUM HERE IN DALLAS.

IT'S A GREAT IDEA, BUT PERHAPS A BIT PREMATURE TO BRING IT BEFORE THE THE BOARD OF TRUSTEES IN THAT IT HASN'T BEEN DISCUSSED THROUGH THE EQUITY COUNCIL.

IT WAS MENTIONED BRIEFLY AT THE LAST MEETING, BUT WE DIDN'T REALLY GET INTO ANY OF THOSE SORT OF CONVERSATIONS ABOUT WHAT IS THIS? WHAT DOES IT LOOK LIKE? WHO ARE WE TRYING TO UNRAVEL THE DISENFRANCHISEMENT OR THE DISADVANTAGES THAT THE FOLKS HAVE HAD IN OUR POPULATION.

SO WE'RE LOOKING AT BOYS VERSUS GIRLS.

ARE WE JUST LOOKING AT RACIAL DEMOGRAPHICS, ETHNIC GROUPS? WHERE ARE OUR STOPGAP MEASURES ON THAT AND WHAT DATA ARE WE GOING TO TO EVALUATE? I DID TAKE A CHANCE TO LOOK AT SOME OF THAT, AND I'D LIKE TO SEE SOME OF THOSE ANSWERS TO THAT, PERHAPS A LITTLE BIT.

AN UPSTANDER SOMEBODY WHO STANDS UP FOR THOSE WHO OTHERWISE ARE GETTING PERSECUTED CAN'T STAND UP FOR THEMSELVES BEING DONE BY WRONG.

I WOULD REMIND THE BOARD OF AN ISSUE FROM A FEW YEARS AGO WITH CAMI PARDUE WITH HER DAUGHTER AND I, AND I WONDER WHERE UPSTANDERS ARE WHEN THAT CAME BEFORE LEVEL THREE HEARING. WHERE IS OUR EQUITY FOR HER? SO THAT'S THAT'S NEAR AND DEAR TO MY HEART.

IT'S SOMETHING I WILL CONTINUE TO FIGHT FOR THEM, JUST IN CASE ANYBODY THOUGHT THAT WAS GOING AWAY.

IN THE IN THE PARTING THOUGHTS, THERE WAS A, A SOURCE FROM THE NEW YORK EQUITY, COUNCIL, I JUST WANT TO ASK, PERHAPS WE SHOULD TAKE A LOOK AT THE FOLKS THAT THAT THAT PROMOTE THESE PROGRAMS. WHAT ARE THE FRUITS OF THEIR PROGRAMS? WE MUST LOOK AT WHAT DO THESE THINGS BEAR OUT? DID PEOPLE GET MORE UNDERSTANDING? WERE THEY MORE CORDIAL TO EACH OTHER? DID THEY HAVE CIVILITY? WE SPENT A LOT OF TIME WORKING ON THAT DOCUMENT IN THE LIVEWELL COMMITTEE, AND I THINK THOSE THINGS ARE TOUGH QUESTIONS, AND WE HAVE TO HAVE THOSE TOUGH CONVERSATIONS ABOUT THOSE.

WHAT ARE THE RESULTS? SWITCHING OVER TO THE BOND TECH, TECH, TECH AND MORE, TECH IS RUNNING $110 MILLION OVER TWO BONDS, $55 MILLION OR SO PER TIME.

I'D LIKE TO REMIND THE BOARD THAT OVER THE LAST 20 YEARS, THE APPROVAL HAS GONE FROM 85% FROM THE FROM THE COMMUNITY IN 2001 TO JUST 63% APPROVAL IN 2021.

SO BONDS ARE NO LONGER THIS JUST GIVEN AND HAPPENS AND HAPPENS.

WE NEED TO NEGOTIATE. WE NEED TO TALK AND NOT JUST ME, OF COURSE, BUT THE COMMUNITY AT LARGE.

I RECALL WE WORKED FOR INDOOR FOOTBALL FIELDS, BUT WE JUST CLOSED FIVE ELEMENTARY SCHOOLS.

SO SOME OF OUR PRIORITIES ARE LONG TERM CONSEQUENCES.

AND WE NEED TO WE NEED TO BE AWARE OF THOSE.

AND STRUCTURAL MATERIALS $13 MILLION BUT SOFTWARE $16 MILLION.

TEN YEARS ON A SERVICE VEHICLE, I'D RATHER A VEHICLE THAT'S 14 YEARS OLD BECAUSE I HAVEN'T GOT THE FINANCES YET TO AFFORD ANOTHER VEHICLE.

BOTH MY WIFE AND I ARE TEACHERS, SO WHY DO WE NEED TO JUST CHANGE THE SERVICE VEHICLE OUT AFTER TEN YEARS? IS IT NOT WORKING OR IS IT JUST LOOKING A LITTLE OLDER? THESE ARE SOME OF THE CHANGES WE MAKE.

AND ON A POSITIVE NOTE, MY HAT OFF TO SANDRA HAYES AND HER TEAM FOR FOR WORKING AN ALMOST IMPOSSIBLE JOB IN AT TIMES OF INFLATION AND DIFFICULTY.

AND AS ALWAYS A SHOUT OUT TO THE MONEY MAN, MR. PATE, FOR THE MIRACLES HE WORKS BECAUSE LORD KNOWS WE NEED THEM.

TONIGHT WE'VE ASKED ANGIE LEE, WHO LEADS THIS GREAT WORK, TO PROVIDE AN UPDATE FOR THE BOARD TO REALLY BE SURE THAT WE ARE CLEAR AND TRANSPARENT ON THE

WORK THAT WE ARE DOING IN RICHARDSON ISD TO ADDRESS ALL.

WE HAVE A NORTH STAR GOAL THAT IS ABOUT ENSURING ALL STUDENTS AND STAFF MEET OR EXCEED THEIR THEIR IDENTIFIED ACADEMIC GROWTH GOAL.

WE HAVE BOARD GOALS THAT ARE SPECIFIC DOWN TO STUDENT POPULATIONS, AND A PART OF THAT WORK IS TO ADDRESS THE SYSTEMS AND HOW WE ARE ADDRESSING THE ENVIRONMENT AND OUR THE WAY THAT WE APPROACH OUR PEDAGOGY TO ENSURE THAT ALL MEANS ALL.

AND SO I APPRECIATE ANGIE AND HER WORK AND HER LEADERSHIP TEAM IN SPEARHEADING THIS EFFORT.

AND I'M GOING TO TURN THE PRESENTATION OVER TO HER.

AND I BELIEVE MR. JASSO WILL BE PROVIDING SOME COMMENTARY AS AS WELL AS THEY GO THROUGH THE PRESENTATION.

IT'S SUCH A PLEASURE TO BE HERE.

I HAVEN'T BEEN IN FRONT OF YOU IN A WHILE, SO I AM GRATEFUL FOR THE OPPORTUNITY TO COME AND UPDATE YOU ON SOME OF OUR PROGRAMING.

[INAUDIBLE] WE'RE GOING TO, YOU KNOW, JUMP RIGHT INTO SOME OF THE NEW PROGRAMING AND A LITTLE BIT OF SOME OF THE EXISTING PROGRAMING, BUT NOT TOO MUCH.

I DO WANT TO FOCUS ON SOME OF THE NEW INITIATIVES TONIGHT.

SO HERE IS OUR EQUITY DIVERSITY AND INCLUSION TEAM.

WE ARE DOWN A MEMBER, MR. JEREMY JEWETT, DECIDED TO GET MARRIED AND RUN OFF TO CHICAGO ON US.

AND SO HE IS NO LONGER WITH OUR TEAM.

BUT WE DO STILL HAVE MARIA ETHETTON WHO IS OUR FAMILY ENGAGEMENT COORDINATOR, JONAH BALLESTEROS, WHO IS OUR EDI PROGRAM SPECIALIST, ALEJANDRA PHILLIPS, WHO IS A COMMUNITY LIAISON, AND THEN OUR EXECUTIVE ASSISTANT, ESTHER.

I KNOW YOU ALL HAVE SEEN THIS SLIDE NUMEROUS TIMES.

I WANTED TO INSERT TO THIS SLIDE TONIGHT AND JUST CALL ATTENTION TO THE 1415 REFUGEE STUDENTS WHO WE HAVE IN THE DISTRICT AND THE OUTSTANDING WORK THAT OUR REFUGEE SERVICES DEPARTMENT, THE WORK THAT THEY ARE DOING WITH THAT PARTICULAR POPULATION OF STUDENTS.

WE'VE HAD THE GREAT FORTUNE OF BEING ABLE TO COLLABORATE WITH THAT TEAM ON SOME INITIATIVES.

AND SO I WANT TO CONTINUE TO PULL THEM FORWARD.

WHEN WE THINK ABOUT OUR REFUGEE STUDENTS, THEY ARE FROM SO MANY PARTS OF THE WORLD.

THERE'S NOT ONE PLACE THAT WE HAVE STUDENTS AND FAMILIES COMING FROM, BUT WE'RE GETTING FAMILIES JUST FROM ALL OVER.

AND SO I JUST WANT TO LIFT THAT NUMBER OF REFUGEE STUDENTS UP THAT WE HAVE.

AND I'LL JUST ADD, I THINK IT'S ALWAYS IMPORTANT TO HAVE THE TOTAL NUMBER.

AND AS OF YESTERDAY WE WERE AT 37,020 STUDENTS.

SO WE BROKE THE 37,000 MARK.

AND TOMORROW AS YOU KNOW IS SNAPSHOT.

IT'S OUR TEAM SNAPSHOT DATE.

SO SUPER PROUD THAT WE HIT THAT 37,000 MARK.

ABOUT 600 STUDENTS MORE THAN THE DEMOGRAPHER PROJECTED.

THIS IS FANTASTIC.

AND THEN AGAIN, I KNOW THAT YOU ALL HAVE SEEN THIS SLIDE BEFORE AS WELL.

I ADDED OUR ECONOMICALLY DISADVANTAGED NUMBER TO THE TOP OF THE SLIDE AT 55.5%.

AND THEN I DID WANT TO BRING FORWARD THE NEW NICHE DATA, WHERE WE ARE THE SIXTH MOST DIVERSE DISTRICT IN THE STATE OF TEXAS.

SO THAT'S A SLIGHT CHANGE.

AND THEN WE ARE THE 49TH MOST DIVERSE DISTRICT IN AMERICA.

AND SO I WANTED TO JUST LIFT THAT UP.

WHEN WE THINK ABOUT HOW DIVERSE OUR DISTRICT IS, IT'S ALWAYS GREAT TO PUT SOME CONTEXT TO THAT.

SO OUR PERSONAL WHY I WANTED TO BRING A PERSONAL WHY TO YOU ALL TODAY.

SO IN OUR THRIVE, I DIDN'T KNOW IT WAS GOING TO COME IN LIKE THAT.

IN OUR THRIVE COHORT, WHICH IS OUR LEADERSHIP COHORT, WE LEARNED ABOUT THIS WORD AND IT IS CALLED MERAKI.

AND SO IT HAS BECOME A PERSONAL CHALLENGE FOR ME, THINKING ABOUT THIS WORD AND OUR DEPARTMENT AND THE WORK THAT WE DO TO REALLY HELP MYSELF AND MY TEAM TO EMBODY THE ESSENCE OF MERAKI, WHICH MEANS TO DO SOMETHING WITH SOUL, CREATIVITY OR LOVE, TO PUT SOMETHING OF YOURSELF IN YOUR WORK, TO LOVE WHAT YOU DO AND TO DO IT WELL.

TO ACT WITH MERAKI.

AND SO WHEN WE THINK ABOUT THE NUMBERS THAT WE JUST SAW, WE THINK ABOUT EVERYTHING THAT WE'RE TRYING TO ACCOMPLISH IN PUBLIC EDUCATION.

YOU HAVE TO HAVE PEOPLE WHO HAVE A LITTLE MERAKI.

RIGHT. AND SO AND SO THAT IS OUR CHALLENGE.

THAT IS OUR GOAL FOR OUR DEPARTMENT THIS YEAR TO MAKE SURE THAT WE ARE THINKING INNOVATIVELY.

WE'RE THINKING CREATIVE WITH A LOT OF CREATIVITY.

WE ARE DOING EVERYTHING THAT WE DO WITH HEART AND SOUL, AND THAT WE ARE WORKING TIRELESSLY TO PUT SOMETHING OF OURSELVES INTO WHAT WE DO.

WE HAVE TO CONTINUOUSLY IMAGINE OURSELVES AS THE PARENTS OF RISD STUDENTS.

WE HAVE TO IMAGINE OURSELVES AS THE TEACHERS OF THE STUDENTS THAT THEY'RE IN THE CLASSROOMS WITH.

AND HOW DO WE BEST SERVE ALL OF OUR COMMUNITY? AND SO THAT TAKES PUTTING SOME OF OURSELVES INTO THE WORK THAT WE DO EVERY DAY, AND TO LOVE WHAT WE DO SO THAT WE CAN CONTINUE TO DO IT.

WELL, THE NEXT WHY, OF COURSE, IS THE DISTRICT, AS SUPERINTENDENT BRANUM MENTIONED, WE HAVE THAT NORTH STAR GOAL THAT EVERY STUDENT, TEACHER AND LEADER IS GOING TO MEET OR EXCEED THEIR ACADEMIC GROWTH GOALS.

BUT WE STILL HAVE THAT PESKY ACHIEVEMENT AND THAT PESKY OPPORTUNITY GAP THAT CONTINUES TO PERSIST.

AND SO WE DO SEE THAT THE WORK THAT WE DO IS TO TRY AND HELP SHORE UP AND TRY TO CLOSE THOSE ACHIEVEMENT AND OPPORTUNITY GAPS.

AND SO HOW DO WE GET TO OUR PROGRAMING AND OUR INITIATIVES? I ALWAYS LIKE TO REMIND EVERYONE THAT WE WORK FROM THE STRATEGIC PLAN.

LOOKING AT THE CURRENT 2023 STRATEGIC PLAN, COMING UP WITH OUR EQUITY GOALS THAT FIT WITHIN THAT PLAN AND THEN PROGRAMING OUT.

SO THAT IS THE HOW.

SO LET'S JUMP RIGHT INTO THE FIRST PROGRAM, WHICH IS OUR UPSTANDER PARTNERSHIP.

YOU ALL WILL REMEMBER I KNOW THAT SUPERINTENDENT BRANUM UPDATED THE BOARD ABOUT OUR FAITH BASED MEETINGS THAT WE HELD LAST YEAR WITH OUR JEWISH FAITH LEADERS AND COMMUNITY MEMBERS, AND WITH OUR MUSLIM FAITH LEADERS AND COMMUNITY MEMBERS.

AND SO ONE OF THE THINGS THAT I WALKED OUT WITH, AND I KNOW SUPERINTENDENT WALKED OUT OF THOSE MEETINGS KNOWING FOR SURE IS THAT WHAT THEY WERE ASKING US, AND THEY WERE ON THE SAME PAGE WITH THE ASK, WAS THAT WHEN I WHEN WE SEND OUR CHILDREN TO YOU, WE WANT TO KNOW THAT IF THEY ARE IN CRISIS, SOMEONE CAN RESPOND AND RESPOND WELL.

WHETHER IT IS AN ADMINISTRATOR, WHETHER IT'S A TEACHER, A COUNSELOR.

BUT WE NEED TO MAKE SURE THAT OUR STAFF UNDERSTAND WHAT'S HAPPENING, HOW IT'S IMPACTING THE GROUPS OF STUDENTS AND HOW TO RESPOND APPROPRIATELY WHEN THEY COME TO US IN CRISIS.

AND SO WE STARTED LOOKING FOR, WELL, WHAT DOES THAT LOOK LIKE? HOW DO WE TRAIN OUR STAFF MEMBERS? HOW DO WE START TO GET LEARNING EXPERIENCES TO THE TEACHERS AND THE STUDENTS TO HELP? AND SO ONE OF THE WHEN WE WENT TO OUR JEWISH FAITH LEADERS MEETING, WE HAD MET CHARLOTTE DECOSTA.

SHE'S A SENIOR EDUCATION SPECIAL EDUCATION SPECIALIST AT THE DALLAS HOLOCAUST AND HUMAN RIGHTS MUSEUM.

AND SHE HAD TALKED ABOUT THE UPSTANDER PARTNERSHIP.

BUT BEFORE THAT, WE HAD PARTNERED TO BRING SOME TRAINING TO OUR ADMINISTRATORS, SOME FOUNDATIONAL TRAINING TO OUR ADMINISTRATORS, TO OUR ASSISTANT PRINCIPALS, TO OUR COUNSELORS. AND SO THAT'S WHEN WE WERE LIKE, WHAT DO WE DO WITH THE STUDENTS, WITH OUR TEACHERS? AND SO THAT'S WHEN WE WENT BACK TO THE IDEA THAT SHE HAD PRESENTED ABOUT THE UPSTANDER PARTNERSHIP.

AND SO WITH THE UPSTANDER PARTNERSHIP, WE ARE LOOKING AT HOW DO WE HELP STUDENTS BECOME UPSTANDERS.

AND SO WE THINK ABOUT UPSTANDERS AS PEOPLE WHO STAND UP FOR OTHER PEOPLE AND THEIR RIGHTS, PEOPLE UPSTANDERS THEY SEE SOMETHING WRONG AND WORK TO MAKE IT RIGHT. AND SO AS WE BEGAN TO EXPLORE THIS IDEA AND LEARN MORE ABOUT THAT PARTNERSHIP, WHAT WE REALLY LIKED ABOUT IT IS THAT WE HAVE THE ABILITY TO CUSTOMIZE IT TO THE NEEDS OF OUR STUDENTS, BECAUSE WE ALSO KNOW THAT IN RISD, WE'RE NOT JUST DEALING WITH ISLAMOPHOBIA, WE'RE NOT JUST DEALING WITH ANTI-SEMITISM, BUT WE'RE DEALING WITH ALL SORTS OF BEHAVIORS THAT ARE HAPPENING ON OUR CAMPUSES.

AND SO WHAT DOES IT LOOK LIKE IF WE CAN HELP STUDENTS BECOME UPSTANDERS SO THAT THEY CAN STAND UP TO ANY WRONG THAT IS IN FRONT OF THEM ON ANY LEVEL.

AND SO WITH THIS UPSTANDER PARTNERSHIP, WE'RE ABLE TO CUSTOMIZE WHAT WE CALL A RESOURCE, A STAFF RESOURCE PORTAL, AND MAKE IT EXACTLY WHAT WE NEED TO NEED IT TO BE FOR OUR STUDENTS.

SO WE'VE SPENT ABOUT THE LAST YEAR WE DEVELOPED FOCUS GROUPS AN ELEMENTARY FOCUS GROUP AND A SECONDARY FOCUS GROUP.

THOSE FOCUS GROUPS HAVE PRINCIPALS, ASSISTANT PRINCIPALS, COUNSELORS, CENTRAL LEVEL STAFF FROM OUR TEACHING AND LEARNING DEPARTMENT.

AND SO WE HAVE BEEN IN CONSTANT DESIGN MODE FOR IT.

WHAT WE LANDED ON IS THAT WE WANTED TO FOCUS ON THE TEA REQUIRED CHARACTER TRAITS.

SO OUR UPSTANDER PORTAL WE STARTED WITH WHAT ARE THE TEA REQUIRED CHARACTER TRAITS.

IN THOSE FOCUS GROUP MEETINGS, THE PRINCIPALS AND CAMPUS STAFF, THEY ALSO HAD AN OPPORTUNITY TO TALK ABOUT OUTSIDE OF THE TEA CHARACTER TRAITS, WHAT ARE THESE INCIDENTS? WHAT ARE THESE BEHAVIORS THAT THEY'RE NOTICING THAT THEY WOULD ALSO LIKE TO SEE AS A PART OF THE PORTAL.

BUT THEN WE ALSO HAD THE OPPORTUNITY TO BRING OUR DOCUMENTS TO THOSE PLANNING SESSIONS AND SAY, WE ALSO WOULD LIKE OUR GRADUATE PROFILE INFUSED IN THE CREATION OF OUR UPSTANDER RESOURCES.

WE ALSO WOULD LIKE PROJECT WISDOM, WHICH IS SOMETHING THAT IS BEING USED CURRENTLY AT THE ELEMENTARY LEVEL FOR CHARACTER TRAIT EDUCATION TO BE INFUSED INTO THIS LEARNING.

WE WERE, WE ALSO BROUGHT OUR CODE OF CIVILITY TO THE TABLE AS A PLANNING TOOL FOR CREATION WITH THE UPSTANDER ACTIVITIES AND RESOURCES, SO OUR INTENDED OUTCOMES THINKING ABOUT THE STRATEGIC PLAN.

THE 2023 STRATEGIC PLAN IS GOAL 3.1.

IMPLEMENT A LEARNING FRAMEWORK THAT PROVIDES ALL RISD STUDENTS EXPERIENCES TO DEVELOP COMPETENCY ALIGNED WITH THE GRADUATE PROFILE SUPPORTS CAMPUSES EFFORTS TO ADDRESS ALL CATEGORIES OF THE RISD GRADUATE PROFILE, INCREASE IN UPSTANDER BEHAVIOR, CIVICS AND GOOD CITIZENSHIP, CIVIL DISCOURSE AND COMMUNICATION, AND STRENGTHEN CONNECTIONS BETWEEN TEA TEKS CHARACTER TRAITS AND THE RISD GRADUATE PROFILE.

THE PARTNERSHIP INCLUDES STRATEGIC PLANNING AND COORDINATION.

THAT'S WHERE I TALKED ABOUT THE TWO GROUPS.

FOURTH GRADE IS WHERE THEY BEGIN THE CONVERSATION ABOUT WHAT IS AN UPSTANDER AND THEY SPOTLIGHT TEKS ALIGNED TEXAS UPSTANDERS. SO THOSE UPSTANDERS WHO ALREADY APPEAR IN THE CURRICULUM.

IN SIXTH GRADE, THIS IS ALREADY THIS IS PREEXISTING.

AND THEN WE HAD ABOUT FIVE CAMPUSES RIGHT THERE IN THE MIDDLE, 14 CAMPUSES WHO RATED THEMSELVES AT AN 8 AS FAR AS HOW FAR THEY GOT IN ADDRESSING THEIR PROBLEM OF PRACTICE.

SO RICHARDSON HIGH SCHOOL, THEY IDENTIFIED THEIR PROBLEM OF PRACTICE AS STUDENTS AT RICHARDSON HIGH SCHOOL HAVE EXPRESSED THEIR CONCERN ABOUT THE LACK OF DIVERSITY IN CLUBS, ORGANIZATIONS AND EVENTS AVAILABLE TO THE STUDENT BODY.

THIS IS AN AREA THAT COULD BE IMPROVED UPON NOT ONLY FOR THE STUDENTS, BUT ALSO FOR THEIR PARENTS AND STAFF.

AND SO SOME OF THEIR OUTPUTS WAS WE WILL DESIGNATE TIME DURING SCHOOL TO ENCOURAGE STUDENT PARTICIPATION IN MULTICULTURAL EVENTS.

SUCH AS SPIRIT AND THEMED WEEKS.

THEIR LONG TERM GOAL WAS TO ESTABLISH NEW CLUBS, ORGANIZATIONS AND TRADITIONS.

AND SO I WANTED TO PULL THIS PLAN FORWARD BECAUSE RICHARDSON HIGH SCHOOL IS ONE OF THE CAMPUSES THAT RATED THEMSELVES AT AN 8 AT THE END OF THE YEAR.

AND WHEN ASKED WHAT BROUGHT ABOUT THAT 8 RATING THEY HAVE BEEN ABLE TO IMPLEMENT A DESI STUDENT UNION THAT IS A STUDENT UNION FOR SOUTHEAST ASIAN STUDENTS A WEST AFRICAN STUDENT UNION STUDENTS OF EAST AFRICA, A PURPLE RAIN LINE DANCE TEAM, WHICH IS A LINE DANCE TEAM THAT STUDIES AND HBCU STYLE DANCE PERFORMANCES.

THEY HAVE A BLACK STUDENT UNION, AN ASIAN STUDENT UNION.

THEY'VE INCORPORATED A STEP TEAM AND A HIP HOP CREW, BALLET FOLKLORICO.

AND SO THEY HAVE REALLY WENT AFTER TRYING TO CREATE AND ORGANIZE AROUND CLUBS AND ORGANIZATIONS THAT THE STUDENTS WERE ASKING FOR.

THEY WOULD CURRENTLY LIKE TO MODEL THEMSELVES AFTER BERKNER WITH THE MARIACHI BAND, BUT BECAUSE THEY'RE NOT ABLE TO HAVE THAT YET THIS YEAR, THEY'VE ALSO IMPLEMENTED A GUITAR CLUB.

AND THAT'S FOR STUDENTS WHO HAVE A PASSION FOR MUSIC AND GUITARS.

AND SO THEY HAVE MADE GREAT STRIDES IN BRINGING THESE RESOURCES TO THEIR STUDENTS.

ONE OF THE THINGS THAT THEY ALSO NOTED IS THAT THEY BELIEVE THAT THEY STARTED AT PROBABLY A 6 BEFORE IMPLEMENTATION OF THE PLAN, BUT THE

AND THEN PARENT UNIVERSITY AND KID UNIVERSITY IS ONGOING.

THIS YEAR. WE HAVE REALLY TRIED TO LISTEN AND HEAR FROM PARENTS AND WHAT THEY WANT.

SO WE STARTED IN SEPTEMBER WITH A PARENT UNIVERSITY ON WHAT DOES IT MEAN TO RESET THE LEARNING ENVIRONMENT? OUR PARENTS WERE HEARING THAT ABOUT RESETTING THE LEARNING ENVIRONMENT, ASKING, WELL, WHAT IS THAT? SO STUDENT SERVICES CAME ON BOARD AND LED THE PARENTS THROUGH WHAT THAT IS.

WE HAVE ONE COMING UP THIS MONTH ON OCTOBER 28TH, IT'S ON INSTRUCTIONAL TECHNOLOGY PLATFORMS. AND SO REALLY LOOKING AT HENRY MR. HALL'S TEAM IS COMING IN AND THEY'RE GOING TO WORKSHOP PARENTS AROUND SEESAW AND SCHOOLOGY AND HOW THEY CAN USE THOSE PLATFORMS EFFECTIVELY TO HELP THEIR STUDENTS AND TO VIEW THEIR GROWTH GOALS AND THEIR PORTFOLIOS AND ALL THE THINGS THAT ARE HOUSED THERE.

SO LOTS OF GREAT PROGRAMING COMING UP.

WE'RE REALLY EXCITED.

WE TRIED OUR HAND AT A KID UNIVERSITY THIS SUMMER.

WE DID NINE READING WORKSHOPS OUT IN THE COMMUNITY AT THREE DIFFERENT APARTMENT COMPLEXES, AND SO IT WAS SUCH A GREAT SUCCESS, SO THAT NOW WE'RE THINKING OF REBRANDING WHAT YOU ALL I ORIGINALLY WROTE OUT TO YOU AS CLUBHOUSE CORRAL.

WE'RE LOOKING AT TAKING PARENT UNIVERSITY AND KID UNIVERSITY INTO THE COMPLEXES AND HOSTING BOTH SIMULTANEOUSLY FROM NOW ON. AND SO WE HAVE SOME GREAT WE'VE HAD SOME GREAT MEETINGS WITH THE RISD FOUNDATION, WHO WE'RE LOOKING AT PARTNERING WITH TO HELP US GET SOME OF THAT WORK AROUND KID UNIVERSITY ACCOMPLISHED.

AND SO WE'RE REALLY EXCITED ABOUT THAT.

AND SO JUST A PARTING THOUGHT, WHEN STUDENTS ARE FULLY SEEN, SUPPORTED AND AFFIRMED IN THEIR UNIQUE IDENTITIES AND EXPERIENCES, THEY HAVE THE POTENTIAL TO DO GREAT THINGS. CREATING SUCH A LEARNING ENVIRONMENT ONE THAT IS JUST, EQUITABLE AND EMBRACES THE HISTORY AND EXPERIENCES OF ITS LEARNERS IS NOT ONLY GOOD FOR STUDENTS, BUT IT'S ALSO GOOD FOR OUR COMMUNITIES AND OUR SHARED FUTURE.

AND THAT ALSO SUPPORTS WHAT WE BELIEVE IN RISD, THAT EDUCATION IS AN EFFECTIVE TOOL THAT CAN PREPARE EVERY STUDENT IN RISD FOR LIFE AFTER HIGH SCHOOL, INCLUDING TEACHING OF LIFE SKILLS IN CREATING A SAFE LEARNING ENVIRONMENT THAT EMPOWERS EVERY STUDENT IN RISD TO TAKE RISKS, TO BE CREATIVE, FIND ACCEPTANCE, AND GROW.

AND EVERY STUDENT IN RISD WILL HAVE THE CAPABILITY AND DESIRE TO LEARN AND RISE TO THE LEVEL OF EXPECTATIONS FOR INDIVIDUAL SUCCESS.

AND SO, AS THAT PARTING THOUGHT, THAT'S WHY WE'RE HERE.

THAT'S WHY WE ARE DOING WHAT WE DO, BECAUSE THOSE ARE OUR BELIEFS AS WELL.

WE WEREN'T GOING TO WAIT UNTIL THERE WAS AN ISSUE OR SOMETHING THAT BECAME PROBLEMATIC.

INSTEAD, WE WERE GOING TO SAY, AS A DISTRICT, WE ARE GOING TO EQUIP OUR STUDENTS WITH THE TOOLS THAT THEY NEED TO JUST BE GOOD HUMANS.

THAT'S REALLY WHAT WE ARE STRIVING FOR, IS WE WANT THEM TO HAVE STRONG ACADEMIC OUTCOMES AND BALANCE THAT WITH THAT THEY KNOW AND DO THE RIGHT THINGS. AND PART OF OUR LEARNING ENVIRONMENT RESET IS ANCHORED IN LIKE IF WE HAVE GOOD KIDS THAT ARE DOING GOOD THINGS THEN THEN WE ARE SETTING OURSELVES UP FOR SUCCESS IN ALL THE WAYS THAT, THAT WE'VE IDENTIFIED FOR OUR STUDENTS.

HOW DO I TRACK THAT AND HOW DO I KNOW HOW TO HAVE QUESTIONS WITH MY CHILD AT HOME WITH WITH THOSE QUESTIONS? SO IT'S A IT'S AN INCREDIBLE EXPERIENCE TO GO THROUGH FROM BEGINNING TO END.

YOU HAVE TO DO IT ALONG THE WAY.

FOR EXAMPLE, EVEN THIS WEEK AT REAL, WE SAT WITH ALL OF THE PRINCIPALS AND WE SPENT AN HOUR WITH THE PRINCIPALS, HAVING THEM IMMERSED IN SCHOOLOGY AND IN SEESAW.

I MEAN, WE WOULD GET OFF EVERY MONTHLY CALL.

AND THIS WAS A NATIONAL COHORT WITH HUNDREDS OF DISTRICT LEADERS FROM ACROSS THE COUNTRY, THE PACIFIC NORTHWEST, I MEAN, ALL PARTS OF THE COUNTRY.

I ALWAYS DO WORRY ABOUT THE WORKLOAD THAT WE'RE PUTTING ON AND JUST REALLY THINKING THAT THROUGH AND ABOUT WHO'S DELIVERING THE LESSONS, WHY IT'S IMPACTFUL.

AND IN THAT, WHEN WE BRING IN NEW PROGRAMS THAT WE THINK ABOUT, DO WE SELECTIVELY NEED TO TAKE ANYTHING OUT SO THAT WE DON'T OVERLOAD, OR DO WE NEED TO ALLOCATE RESOURCES TO PROVIDE ADDITIONAL PLANNING TIME? SO ANY STUDENT ORGANIZATION IS GOING TO HAVE TO HAVE A SPONSOR.

AND SO RIGHT NOW THEY DO HAVE PEOPLE IN PLACE WHO ARE, FOR EXAMPLE, I MENTIONED THE GUITAR CLUB THAT THEY'VE RECENTLY FORMED, AND THERE ARE TWO TEACHERS WHO ARE SPONSORING THE GUITAR CLUB.

AND SO FOR EACH ORGANIZATION THEY WILL HAVE A SPONSOR.

AND SO AGAIN, THEY'VE NOW BEEN ABLE TO INFUSE THE ORGANIZATION PRESENCE INTO THEIR PEP RALLIES, INTO THEIR MULTICULTURAL NIGHTS. AND, YOU KNOW, AND IT MAY BE THEY ALREADY HAVE THESE ESTABLISHED REALLY WELL.

AND THE ONES THAT YOU MENTIONED ARE THE ONES THAT ARE NOW WE'RE KIND OF BRINGING IN AND, AND I WILL JUST SHARE AS A, AS A RECOVERING HIGH SCHOOL PRINCIPAL FROM A LONG TIME AGO THAT, YOU KNOW, WHEN ONE OF THE THINGS I THINK IS IMPORTANT TO NOTE THAT WE DO REQUIRE AN ADULT SPONSOR AND THAT SPONSORS ROLE. HOW ARE WE STRUCTURING THESE OUTSIDE GROUPS TO COME IN OR WHO ARE WE ALLOWING TO COME IN.

AND DOES THAT BECOME PART OF FAMILY ENGAGEMENT.

RIGHT. AND SO I'LL LET YOU SPEAK TO THAT.

OR DO WE INVITE OTHER GROUPS TO COME IN AS WELL TO BE PART OF THAT PART LIKE FORERUNNERS IS DOING? ARE YOU FAMILIAR WITH FORERUNNERS? THAT'S NOT ONE OF MY PROGRAMS OR ANYONE THAT I'VE BROUGHT INTO THE DISTRICT.

SO SO I WILL SAY THAT YOU KNOW, SO, FOR EXAMPLE, WE DO PARTNER WITH COMPELLING WHY AND THEY HAVE A THEY HAVE A WONDERFUL PROGRAM THAT THEY OFFER, YOU KNOW, FOR OUR STUDENTS.

AND WE'VE HAD STUDENTS GRADUATE AND, AND ATTRIBUTE A LOT OF THEIR SUCCESS TO WHAT THEY'VE LEARNED THROUGH COMPELLING WHY.

I WILL TELL YOU, THERE ARE NOT A LOT OF PROGRAMS OUT THERE, THOUGH, THAT ARE FOR FREE.

WHERE THEY'RE COMING IN FOR FREE.

A LOT OF THE PROGRAMING, YOU KNOW BE COST PROHIBITIVE.

YOU KNOW, IT'S EXPENSIVE.

AND SO EVEN WITH OUR I BRING THAT UP BECAUSE EVEN WITH OUR COMPELLING WHY PROGRAMING AND EVEN THE TRACK RECORD OF SUCCESS, YOU KNOW, FOR STUDENTS WITH IT, THE LEVEL OF ENGAGEMENT, YOU KNOW JUST EVEN BECAUSE OF BUDGET CONSTRAINTS, YOU KNOW, WE'RE GOING TO HAVE TO RETHINK HOW MANY STUDENTS WE CAN, YOU KNOW, SEND, YOU KNOW, FOR THOSE SESSIONS.

AND SO BUT BUT TO YOUR POINT.

SO YES, WE HAVE AND I CAN ONLY SPEAK FOR MY DEPARTMENT.

AND SO AND AGAIN, SO COMPELLING WHY IS ONE EXAMPLE OF THAT OF A PROGRAM THAT WE'VE IMPLEMENTED DISTRICT WIDE, YOU KNOW, THAT WE HAVE LOTS OF SECONDARY STUDENTS. AND NOW THROUGH AVID, WE EVEN HAVE SIXTH GRADERS WHO PARTICIPATE.

IF YOU ARE SPEAKING SPECIFICALLY TO PROGRAMING THAT WHETHER IF IT'S MENTORING PROGRAM, I THINK THAT'S PROBABLY WHERE WE SEE THE MOST CONNECTION OR PARTNERSHIP WITH OUTSIDE ORGANIZATIONS.

AND REALLY THAT IS A PRINCIPAL WHO RECOGNIZES THAT THEY HAVE A STUDENT POPULATION THAT IS NEEDS THAT OUTSIDE MENTORSHIP, WHETHER IT IS, YOU KNOW, YOU KNOW, HAVING MALE MENTORS OR WHETHER IT IS AT RISK MENTORS, WHETHER IT'S THROUGH, YOU KNOW, WE HAVE BOYS AND GIRLS CLUBS, MENTORS.

AND SO THAT PRINCIPAL LOOKS AT THE NEEDS THAT THEY HAVE.

THEY USUALLY HAVE AN OPPORTUNITY THROUGH THEIR SITE BASED COMMITTEE TO HAVE THAT CONVERSATION, IDENTIFY WHO ARE THOSE PARTNERS.

AND MOST OF THE TIME THAT PRINCIPAL DOESN'T HAVE A LOT OF RESOURCES.

AND SO THEY'RE LOOKING FOR WHO ARE THOSE COMMUNITY ORGANIZATIONS THAT ARE WILLING TO COME IN AND PROVIDE THAT MENTORSHIP.

AND SO, YOU KNOW, SO WE SO I DON'T WANT US TO THINK THAT OUR TEACHERS ARE RUNNING FOR THE HILLS BECAUSE AND THEY DON'T WANT TO DO ANYTHING WITH OUR STUDENTS ANYMORE IN THE ORGANIZATIONS BECAUSE THEY, TOO, RECOGNIZE THAT SOME KIDS SIMPLY COME TO SCHOOL FOR THOSE OTHER CONNECTIONS, YOU KNOW? SO IT'S NOT NECESSARILY THE MATH AND THE SCIENCE THAT'S GETTING THEM THERE, BUT IT IS, YOU KNOW, MARIACHI, IT IS, YOU KNOW, A BALLET FOLKLORICO. IT IS FINE ARTS, YOU KNOW.

AND SO AND I THINK OUR TEACHERS RECOGNIZE THAT TOO.

AND WE DO STILL HAVE STAFF WHO WANT TO CONTRIBUTE TO THE HOLISTIC DEVELOPMENT OF STUDENTS.

CAN I JUST ADD ONE, ONE PIECE TO THAT? BECAUSE I DO THINK SOMETIMES WE FEEL LIKE THE DISTRICT IS THE ONLY PLACE WHERE WE CAN HAVE OUTSIDE ACTIVITIES.

AND I THINK THERE ARE LOTS OF PLACES WHERE WE ADVERTISE FOR OUTSIDE GROUPS WHO DO OFFER THOSE THINGS THAT DON'T PUT THE EXTRA CONSTRAINTS ON OUR ON THE RESOURCES THE DISTRICT HAS. BECAUSE IF WE IF THEY'RE DOING ALL OF THOSE THINGS, IT MEANS THERE ARE OTHER THINGS THEY WON'T DO BECAUSE THEY'RE SPENDING THEIR ENERGY THERE.

AND I THINK THERE'S THE CITY OF DALLAS HAS LOTS OF OPTIONS.

THEY HAVE, YOU KNOW, LOTS OF THINGS HAPPENING AT AT THE CENTER, LIKE AT FRATS AND AT, YOU KNOW, AT HAMILTON PARK, WHATEVER, OR WILLIE B JOHNSON CENTER.

BUT AND SO I THINK THAT THERE IS A PIECE OF LIKE, YOU DON'T WANT TO TAKE AWAY FROM ALL OF THE THINGS THAT COULD BE OVERLAPPING, BECAUSE THAT DOESN'T MAKE A LOT OF SENSE.

YES, IT'S HARD TO BELIEVE THAT WE ARE THREE AND A HALF, ALMOST FOUR YEARS INTO THE BOND AND WE HAVE HIT THE POINT OF SUBSTANTIAL COMPLETION. AND SO WITH THAT, WE THOUGHT IT WAS A GREAT OPPORTUNITY TO BRING FORWARD TO THE BOARD AN UPDATE, NOT JUST WHERE WE ARE WITH CONSTRUCTION AND FACILITIES. THAT TENDS TO BE A HIGHLIGHT AND A FOCUS BECAUSE IT'S SO VISIBLE AND IT IMPACTS SO MANY OF OUR STAFF, STUDENTS AND FAMILIES.

BUT TONIGHT WE ALSO WANTED TO PROVIDE A QUICK, HIGH LEVEL JUST UPDATE ON WHERE WE ARE WITH ALL OF OUR BOND EXPENDITURES AND SOME OF THE IMPACT THAT HAS BEEN FELT AS A RESULT OF OUR TREMENDOUS COMMUNITY SUPPORT FOR BOND 2021.

AND SO TONIGHT WE'RE GOING TO START OUT JUST A REMINDER, THERE WERE TWO PROPOSITIONS IN BOND 2021 AS REQUIRED BY LAW.

TECHNOLOGY HAS TO HAVE A SEPARATE REFERENDUM.

AND THEN JUST TO REMIND YOU, WE HAVE BEEN DOING BONDS FOR EVERY FIVE YEARS SINCE 1996, AND THAT'S WHEN THE DISTRICT MADE A DECISION TO PUT CAPITAL ITEMS INTO A BOND THAT WE COULD TAKE OUT OF OPERATING.

SO THINGS LIKE BAND UNIFORMS AND ATHLETIC UNIFORMS, THINGS THAT USED TO BE PAID FOR OUT OF OPERATING WHEN THE DISTRICT WAS SMALLER.

AND AT THAT POINT THE DISTRICT WAS STILL GROWING.

WE WERE GETTING READY TO TALK ABOUT BUILDING FOUR MORE ELEMENTARY SCHOOLS.

AND SO IT WAS DECIDED TO HELP WITH OUR FINANCIAL MODEL TO MOVE SOME OF THOSE ITEMS THAT COULD BE BOND BONDABLE ITEMS INTO A BOND.

AND SO FOR THAT, WE MOVE FORWARD EVERY FIVE YEARS WITH A BOND SO THAT WE CAN GIVE OUR OPERATING THAT CAPACITY.

THESE ARE BOND ELECTIONS JUST FROM 2021.

A UNIQUE ONE.

THE MARCH 2021 HAD A UNIQUE REFUND FOR M&O.

AND I'LL LET DAVID EXPLAIN THAT IF YOU NEED AN EXPLANATION.

IT WAS A ONE TIME DEAL.

WE WOULDN'T DO THAT AGAIN.

AND THE REST OF THEM HAVE BEEN GENERAL BONDS UP UNTIL 2021, WHEN THE LEGISLATURE MADE US DO A SEPARATE REFERENDUM.

AND SO ALL OF OUR BONDS HAVE PASSED.

AND WE PUT UP THERE JUST THE FOR AND AGAINST.

WE'VE WE TYPICALLY HAVE A SMALLER TURNOUT FOR OUR BONDS.

THEY'RE NOT VERY EXCITING AND PEOPLE DON'T GET ALL WORKED UP ABOUT THEM.

YOU EITHER LIKE A BOND OR YOU DON'T.

IT'S HARD TO CHANGE SOMEBODY'S MIND IF THEY'RE AGAINST BONDS.

AND SO WE SEEM PRETTY CONSISTENT.

WE'VE BEEN VERY FORTUNATE IN THIS DISTRICT.

I WASN'T AROUND IN 1951 WHEN WE HAD OUR FIRST ONE, BUT CONTRARY TO POPULAR BELIEF, IT DID PASS.

WE'VE PASSED ALL OF OUR BONDS ALL THE WAY THROUGH, SO WE'RE VERY THANKFUL TO OUR COMMUNITY FOR ALL OF THEIR SUPPORT, AND WE'LL CONTINUE THIS PROCESS WE HOPE.

BACK IN SEPTEMBER OF 2022, WE BROUGHT THIS SLIDE TO YOU JUST TO REMIND YOU, WE WERE IN THE MIDST OF INFLATION AND A HUGE SURGE IN THE COST OF CONSTRUCTION PRIOR TO WHEN WE PLANNED THE BOND TO WHEN WE STARTED HAVING TO DO OUR PROJECTS.

SO IN SOME CASES, WE SAW 36% INCREASE IN COST.

AND SO WE BROUGHT THIS SLIDE TO YOU.

WE NEEDED TO FIND $77 MILLION TO SET ASIDE SO THAT WE COULD FINISH OUR CONSTRUCTION PROJECTS FOR THE COMMUNITY.

THESE WERE THE AREAS THAT WE SAID WE COULD PULL SOME PROJECTS WITHOUT COSTING ANY OF THE EDUCATIONAL PROGRAMING DISTURBING ANY SCHOOLS. AND SO JUST A REMINDER, THESE ARE THE AREAS THAT WE SET ASIDE SOME FUNDS.

AND AT THE END OF THE BOND, WE'LL DETERMINE EXACTLY HOW MUCH WE HAD TO SPEND OF THAT $77 MILLION.

IT MAY NOT BE ALL OF IT BECAUSE SOME BELIEVE IT OR NOT, SOME OF OUR PROJECTS ARE COMING IN A LITTLE UNDER BUDGET.

SO WE'LL SAVE THAT AND THEN BOND INTEREST WILL BE FIGURED INTO, AND THEN WE'LL COME BACK WITH A FULL REPORT LIKE WE DO AT THE END OF EVERY FIVE YEARS.

FOR FACILITIES, WE TALK ABOUT THIS A LOT.

BUT SO FAR WE'VE DONE SOME ROOFING, ELECTRICAL, THE PLUMBING.

AND SO WE'VE BEEN VERY FORTUNATE TO UPDATE OUR BUSSES AND GET DIFFERENT SIZED BUSSES THAT REFLECT THE NEEDS OF OUR DISTRICT.

AND WHEN YOU'RE TAKING A LOT OF KIDS INTO APARTMENT COMPLEXES, THE LARGE BUSSES CAN'T MANEUVER THOSE.

AND SO WE'VE BEEN ABLE TO BUY DIFFERENT SIZED BUSSES THAT HELP US WITH OUR ROUTES.

AND THEN ON THE WHITE FLEET, WE HAD NOT BEEN PURCHASING WHITE FLEET VEHICLES ON A REGULAR BASIS FOR MANY, MANY YEARS AS PART OF JUST SAVING OUR MONEY.

AND A LOT OF OUR VEHICLES WERE AGAIN WELL INTO THE 15-20 YEAR RANGE, AND THEY WERE JUST NOT ABLE TO BE REPAIRED, AND THE COST OF THOSE REPAIRS FAR EXCEEDED THE VALUE OF THE VEHICLE.

SO WE'VE BEEN ABLE TO DO SOME UPDATES.
