THANK YOU SO MUCH.MY NAME IS DR. MARY URQUHART AND I AM A PROUD GRADUATE OF BERKNER HIGH SCHOOL, AS WELL AS THE HEAD OF THE DEPARTMENT OF SCIENCE AND MATHEMATICS EDUCATION AT THE UNIVERSITY OF TEXAS AT DALLAS AND DIRECTOR OF OUR UTEACH DALLAS STEM PREPARATION PROGRAM.
I AM ABSOLUTELY THRILLED THAT THE PARTNERSHIP WITH THIS DISTRICT ALLOWED US TO START THE UTEACH DALLAS PROGRAM, GET OUR STUDENTS INTO CLASSROOMS RIGHT AWAY.

WE'RE ALSO VERY PROUD OF JOSEPH KHON, WHO LAST YEAR WON THE RED APPLE AWARD FOR YOUR DISTRICT.

I ATTEMPTED TO COLLECT INFO FROM OTHER PARENTS AT A SPRING PARENT MEETING AND I TRULY WAS ACCOSTED BY THREE SEPARATE STAFF MEMBERS.
ONE PICKED UP MY CLIPBOARD AND HELD IT AND WALKED AWAY AND TOLD ME I WAS NOT ALLOWED TO DO IT.
I PHYSICALLY TOOK IT FROM HER.
AND THEN THE ASSISTANT PRINCIPAL TOLD ME I WAS NOT ALLOWED TO DO THAT.
AND I SAID, I ABSOLUTELY MAY I ASK PARENTS FOR THEIR CONTACT INFORMATION? AND IT HAD BECOME EMBARRASSING FOR ME.
SO I ASKED TO SPEAK OUT IN THE HALLWAY, WHICH WE DID.
HE SAID, WELL, I'M ASKING YOU THEN.

BUT MULTIPLE SIGNS SAY DIFFERENTLY.
THERE ARE SEVERAL ISSUES ISSUES AT RISD, BUT I WILL ADDRESS ONE HERE.
THE BOARD ADOPTED AN ACTION ITEM DATED JUNE 15TH, 2020 THAT CLAIMED THE NEED TO DISMANTLE INSTITUTIONALIZED AND SYSTEMIC RACISM IN RISD, AND SUBSEQUENTLY THE BOARD ESTABLISHED A DEPARTMENT FOR THAT.
THE DEPARTMENT BEGAN WITH RACIAL LITERACY INITIATIVE, THEN CHANGED THE PROGRAM NAME TO CONNECTING CULTURES AND THEN QUESTIONED BY THE BOARD LAST YEAR THE EXECUTIVE DIRECTOR TESTIFIED THAT THE DEPARTMENT FOR THAT YEAR WOULD BE WORKING ON ENCOURAGING PARENTS TO CERTAIN FAMILIES TO BE MORE INVOLVED IN THEIR CHILD'S EDUCATION.
TO ME, THAT MEANT THAT THE COMPLETE POLICY AND PURPOSE OF THE DEPARTMENT HAD BEEN ACCOMPLISHED AND NO ONE AND SOMEONE IN THE SCHOOL DISTRICT HAD DIRECTED THEM TO SOMEONE ELSE TO DIRECT THEM ELSEWHERE.
THE DEPARTMENT, WITHOUT BOARD AUTHORIZATION HAD CHANGED THEIR DUTIES AND RESPONSIBILITIES THERE.
THEREFORE, THE DEPARTMENT HAS NO LEGITIMATE REASON FOR BEING.
FURTHER TRUTH WAS REVEALED AT A PTA GATHERING ON MAY 22ND OF THIS YEAR.
THE CENTRAL MESSAGE AT THIS PTA MEETING WAS SUPPOSED TO BE INCLUSION.
HOWEVER, THE TRUE MESSAGE BECAME CLEAR.
BUT CONTINUING, SHE WAS ABOUT TO CONTRADICT HER TESTIMONY BEFORE YOU, THE BOARD.
TO HER, THE DEPARTMENT COULD DECLARE THEIR INDEPENDENCE FROM THE RACIALLY CHARGED MESSAGES BECAUSE THEY WERE BEING SPREAD BY STUDENTS. IN CASE YOU MISSED IT IS NOT MY WORDS OR PICTURES.
IT WAS HERS RIGHT THERE IN FRONT OF EVERYBODY.
WHAT WILL IT TAKE FOR YOU TO EMBRACE THIS SUBJECT SERIOUSLY AND TERMINATE THE DEPARTMENT? IT NO LONGER FOLLOWS POLICY.
AND YOU DID NOT CHANGE THE POLICY.

JUST AS WE SECURE CHEMICALS AND MEDICINE THAT COULD HARM OUR KIDS, WE CAN APPLY THESE PRACTICES TO FIREARMS. UNSECURED FIREARMS IN HOMES AND CARS PLAY A HUGE ROLE IN SCHOOL VIOLENCE.
75% OF SCHOOL SHOOTERS USED A FIREARM THEY TOOK FROM A PARENT OR A RELATIVE'S HOME.
SECURE STORAGE IS DIRECTLY LINKED TO PREVENTING SCHOOL VIOLENCE.
TRUSTEES AND SUPERINTENDENT BRANUM PLEASE FULFILL THE SECURE STORAGE DISTRIBUTION REQUIREMENTS OF HOUSE BILL THREE BY DISTRIBUTING A BE SMART MATERIALS TO ALL OUR RISD FAMILIES, ADDING BE SMART LINKS TO THE DISTRICT WEBSITE AND FACILITATING BE SMART PRESENTATIONS TO COMMUNITY ADULTS.

THESE WOULD BE SECURITY OFFICERS STATIONED AT EACH OF OUR ELEMENTARY SCHOOLS.WE HAVE 34 ELEMENTARY SCHOOLS THAT NEED AN ARMED SECURITY OFFICER AND THEN TWO ADDITIONAL LEAD SECURITY OFFICERS TO HELP WITH VACANCIES AND SUPERVISION OF OUR NEW TEAM.
OUR PAY SCALE WOULD BE IN THE 55,000 BEGINNING TO 61,000 FOR AN EXPERIENCED RETIRED POLICE OFFICER TYPE EMPLOYEE. WE ARE NOT PROVIDING DISTRICT VEHICLES AT THIS TIME, BUT SHOULD WE NEED THEM TO LEAVE A CAMPUS TO GO SOMEWHERE ELSE? WE CERTAINLY PAY MILEAGE JUST LIKE WE DO OTHER EMPLOYEES WHO HAVE TO USE THEIR PERSONAL VEHICLE.
THE REQUIREMENT FOR HOUSE BILL THREE IS THAT THEY MUST HAVE A MINIMUM LEVEL THREE SECURITY GUARD CERTIFICATION, AND I'LL LET MR. INGRAM, IF HE WANTS TO KIND OF TELL YOU WHAT THAT LOOKS LIKE.
IT CONSISTS OF ABOUT AND I'LL START AND IF YOU WANT TO JUMP IN.
OKAY. ABOUT 45 HOURS OF TRAINING FOR FIREARM SAFETY, THE LAWS SURROUNDING RULES OF ENGAGEMENT WITH THE PUBLIC, THERE'S A FEDERAL BACKGROUND CHECK AND THEN ADDITIONAL HOURS, 16 ADDITIONAL HOURS FOR THE LEVEL FOUR IF YOU WANTED TO MOVE UP.

AND SO WE HAVE SEVEN ELEMENTARY SCHOOLS THAT WE WILL CONTINUE TO PUT OFF DUTY DALLAS POLICE OFFICERS EACH DAY, IN AIKIN, AUDELIA CREEK, CAROLYN BUKHAIR, FOREST LANE, HAMILTON PARK, SKYVIEW AND THURGOOD MARSHALL.
SO OUR PLAN IS IN PLACE AND WILL CONTINUE WITH THOSE SCHOOLS AND OUR SECONDARY SCHOOLS.
WHAT YOU'LL BE TALKING ABOUT TONIGHT ON THE ACTION ITEM IS TO AGREE THAT WE WILL HAVE A MINIMUM OF ONE ARMED PERSON AT EACH OF OUR CAMPUSES. WE CAN HAVE MORE, BUT NOT LESS.
SO WE WILL BE PURCHASING HANDGUNS, BALLISTIC VESTS.
THEY'LL HAVE RISD SHIRTS WHERE THEY ARE IDENTIFIED AS A CAMPUS SECURITY OFFICER.

SO OUR WAIVER WILL BE BASED UPON STAFFING INITIALLY.
AND IT BASICALLY OUR TEAM HAS IDENTIFIED A SOME OFF DUTY OFFICERS THAT ARE GOING TO BE SERVING IN THIS ROLE UNTIL WE CAN HIRE OUR OWN OFFICERS.
THEY ARE GOING TO BE ROVING AND ROTATING BETWEEN A DEFINED NUMBER OF CAMPUSES SO THAT ON ANY GIVEN DAY A CAMPUS WILL HAVE A ONE OF OUR OFF DUTY OFFICERS ARE GOING TO BE SERVING IN THIS ROLE AT LEAST ONCE A DAY.
AND THEN, AS WE CAN ONBOARD OUR 34 CAMPUS SECURITY OFFICERS, THEN SLOWLY WE WOULD REMOVE THAT MODEL.
OUR HOPE WOULD BE AT SOME POINT WE WOULD NO LONGER NEED THIS WAIVER.
NOW, THIS WAIVER IS ONLY GOOD FOR THE 20.
CURRENTLY, THEY'VE ONLY GIVEN IT TO US FOR THE 23-24 SCHOOL YEAR.
WE DO NOT KNOW IF IT WOULD BE EXTENDED FOR 24-25.

OUR FOCUS OF OUR LEADERSHIP THIS YEAR AS WE WENT INTO 23, 24, AND NOW THAT THE BOARD HAS GIVEN US THIS NORTH STAR GOAL, THIS REALLY THIS VISION AROUND HOW WE'RE GOING TO UNITE TOGETHER, WE HAVE 61 DIFFERENT SITES IN RICHARDSON ISD, 61.
AND SO THINKING ABOUT THAT IN TERMS OF WE KNOW CAMPUSES HAVE UNIQUE DEMOGRAPHICS THAT THEY SERVE.
WE KNOW THAT THERE MIGHT BE UNIQUE IDENTITIES THAT THEY HAVE, THAT THE REFLECTION OF THEIR NEIGHBORHOOD MAY BE DIFFERENT, BUT IN THE END WE ARE ONE AND THAT IS WE ARE TEAM RISD.
AND HOW DO WE UNITE AROUND MOVING FROM WORDS TO ACTION AROUND THE NORTH STAR GOAL AND ENSURING GROWTH FOR EVERY SINGLE STUDENT? AND WE REALLY TALKED ABOUT WHAT IS THAT DIFFERENCE BETWEEN HAVING SEPARATENESS VERSUS ONENESS AND WHAT DOES IT MEAN TO TRULY BE CONNECTED AND WHAT HAPPENS IN MOMENTUM OF AN ORGANIZATION WHEN YOU'RE TRULY ALL WORKING TOWARDS ONE GOAL AND ONE OUTCOME? WE HAD OUR CENTRAL CONNECTS CONFERENCE AND WE HAD OUR CONNECTS CONFERENCE.

BUT WE REALLY WANT TO FOCUS IN AS IT IS LIKE WITH FINANCIAL LITERACY.

WHEN YOU GO TO WALMART THIS WEEKEND, WHEN YOU BUY SOMETHING ON AMAZON, WHEN YOU GET CHANGE AT MCDONALD'S, WHAT DOES THAT LOOK LIKE AS YOU'RE COUNTING YOUR CHANGE? AND SO WHAT IS THAT REAL LIFE CONNECTION LOOK LIKE, OR DO I GET CHORES AND HOW MUCH ARE THESE SHOES THAT I WANT FOR BACK TO SCHOOL? THAT'S WHAT I'M ASKING MY CHILDREN RIGHT NOW.
AND DO YOU HAVE ENOUGH TO COVER THAT? BECAUSE IF YOU DON'T, HOW MANY MORE CHORES DO YOU HAVE TO DO TO GET THEM? AND SO BUT ALSO JUST SUPPORTING OUR TEACHERS AS IT'S BUILT IN THE CURRICULUM THAT THEY'VE ALREADY BEEN USING FOR YEARS, THAT WE UPDATE YEARLY.

BUT I GOT TO ATTEND ONE OF THE ELEMENTARY SCHOOLS WHERE THEY WELCOMED THEIR NEW TEACHERS.
AND I BELIEVE THEY HAD AROUND 10 OR 11 NEW TEACHERS.
AND SO THEY CELEBRATED THESE NEW TEACHERS.
AND TO YOUR POINT ON THE ENERGY.
