AS THE BOARD IS COMING FORWARD AND SUPERINTENDENT BRANUM, AS WE DO EACH MONTH AT OUR REGULAR MEETING, WE TAKE TIME TO CELEBRATE AND APPRECIATE ALL OF THE GREAT THINGS HAPPENING ACROSS OUR DISTRICT AND IN OUR CLASSROOMS. AND WE HAVE QUITE A FEW RECOGNITIONS AND APPRECIATIONS, ESPECIALLY AS WE ARE COMING INTO THE LAST MONTH OF SCHOOL.

IT'S HARD TO BELIEVE THE LAST MONTH OF THE SCHOOL YEAR.

FIRST AND FOREMOST WE WANT TO KICK OFF OUR RECOGNITIONS AND APPRECIATIONS THIS EVENING IN HONOR OF ALL OF OUR INCREDIBLE TEACHERS HERE IN RICHARDSON ISD.

BECAUSE THIS WEEK IS NATIONAL TEACHER APPRECIATION WEEK.

SINCE 1984, THE NATIONAL PARENT TEACHER ASSOCIATION HAS DESIGNATED ONE WEEK IN MAY AS TEACHER APPRECIATION WEEK, A SPECIAL TIME TO HONOR THOSE WHO LEND THEIR PASSION AND SKILLS TO EDUCATING OUR CHILDREN.

EVERY WEEK WE KNOW SHOULD BE TEACHER APPRECIATION WEEK.

BUT THIS WEEK HAS BEEN OFFICIALLY DESIGNATED, AND WE KNOW CAMPUSES ACROSS THE DISTRICT HAVE HOSTED MANY ACTIVITIES TO LET OUR TEACHERS KNOW HOW MUCH WE LOVE AND SUPPORT THEM. THERE'S NEVER A BAD TIME TO LET YOUR CHILD'S TEACHER KNOW THAT YOU APPRECIATE EVERYTHING THEY DO.

A KIND NOTE, A FRIENDLY EMAIL OR A THOUGHTFUL ACT ARE ALWAYS APPRECIATED BY OUR PROFESSIONAL EDUCATORS WHO WORK HARD FOR ALL STUDENTS ALL YEAR LONG.

PLEASE JOIN ME IN THANKING OUR NEARLY 3,000 TEACHERS IN RICHARDSON ISD WHO SUPPORT OUR DISTRICT GOALS FOR STUDENT SUCCESS AND SUCCESS AND GROWTH FOR ALL [APPLAUSE].

THIS WEEK AND MONTH WE ARE ALSO RECOGNIZING ANOTHER HARD WORKING GROUP OF STAFF HERE IN RICHARDSON ISD AS IT IS SCHOOL LUNCH HERO MONTH, WHICH PROVIDES AN OPPORTUNITY TO ACKNOWLEDGE THE CREATIVE, FORWARD THINKING, HARD WORKING, RELIABLE, DEDICATED AND UNSTOPPABLE HEROES AND HEROINES ON OUR FOOD SERVICE TEAMS ACROSS THE DISTRICT.

THIS YEAR ALSO MARKS THE 10TH ANNIVERSARY OF SCHOOL LUNCH HERO MONTH, SO BE SURE TO TAKE THIS OPPORTUNITY TO CELEBRATE AND SPOTLIGHT ALL OF THE NUTRITION PROFESSIONALS AND THEIR ONE OF A KIND SUPERPOWERS.

ONE. YES [APPLAUSE].

ONE OF THOSE SUPERPOWERS IS DOING MENU ANALYSIS, WHICH IS A COMPLEX AND TIME CONSUMING PART OF MANAGING AND OPERATING A K-12 NUTRITION PROGRAM.

SCHOOL LUNCH MENUS MUST BE ANALYZED FOR COMPLIANCE BY OUR KNOWLEDGEABLE STAFF FOR DAILY AND WEEKLY REQUIREMENTS, AND THAT MENU OVERSIGHT ENSURES THAT WE'RE SERVING ALL OF THE FEDERAL AND STATE GOVERNMENT COMPLIANT MEALS THAT STUDENTS WANT TO EAT.

AND OUR CHILD NUTRITION TEAM WAS RECENTLY RECOGNIZED FOR THEIR ABILITY AND THEIR KNOWLEDGE AND SKILL IN THIS AREA.

SO JOINING US THIS EVENING ARE MEMBERS OF OUR CHILD NUTRITION TEAM.

RISD CELEBRATES THIS MONTH AND HAS A FULL SLATE OF ACTIVITIES YOU CAN BE SURE AND GET YOUR TICKET AND TO PARTICIPATE IN ANY OF THE ACTIVITIES BEING PLANNED ON ON OUR WEBSITE WWW.RISD.ORG.

YES. THIS AWARD RECOGNIZES OUTSTANDING EFFORTS BY TEACHERS, ADMINISTRATORS, PARENTS, STUDENTS AND COMMUNITY LEADERS WHO HAVE MADE MUSIC EDUCATION PART OF A WELL-ROUNDED EDUCATIONAL EXPERIENCE FOR STUDENTS.

THIS IS AN AWARD THAT IS HOSTED BY THE NATIONAL ASSOCIATION OF MUSIC MERCHANTS, ALSO KNOWN AS THE NAMM, WHICH HAS BEEN HONORING SCHOOL DISTRICTS FOR EXEMPLARY MUSIC EDUCATION FOR 23 YEARS.

RISD'S MUSIC EDUCATORS ARE LEADERS AND INNOVATORS WHO PROVIDE ENGAGING OPPORTUNITIES FOR STUDENTS TO EXPERIENCE EXCELLENCE THROUGHOUT THEIR PRE-K THROUGH 12 CAREER.

TEACH PLUS WORK IS TO SUPPORT TEACHERS SO THAT ALL STUDENTS ARE PREPARED AND READY FOR SUCCESS IN COLLEGE, CAREER AND IN LIFE AFTER HIGH SCHOOL.

THE MICHAEL THE MICHAEL AND SUSAN DELL FOUNDATION BEGAN A SCHOLARSHIP PROGRAM IN 2004 TO ASSIST HIGHLY MOTIVATED AND UNDERSERVED HIGH SCHOOL STUDENTS.

THERE ARE ABOUT 500 DELL SCHOLARS NAMED ANNUALLY ACROSS THE COUNTRY IN RISD NOW HAS 88 DELL SCHOLARS SINCE 2009.

THE AWARD INCLUDES $20,000, A LAPTOP, CREDITS FOR TEXTBOOKS AND A PERSONALIZED, MULTIFACETED SUPPORT NETWORK.

EACH DECATHLETE COMPETES IN TRADITIONAL SCHOOL SUBJECTS LIKE MATH AND ENGLISH, BUT ALSO LESS TRADITIONAL SUBJECTS LIKE MUSIC THEORY AND ART HISTORY.

THE TEXAS ASSOCIATION OF FUTURE EDUCATORS, WHICH IS CALLED TAFE, IS A CO-CURRICULAR STATEWIDE NONPROFIT STUDENT ORGANIZATION CREATED TO ALLOW YOUNG WOMEN AND MEN THE OPPORTUNITY TO EXPLORE THE TEACHING PROFESSION.

THE ORGANIZATION WAS CREATED IN 1984 TO PROVIDE THE BEST AND BRIGHTEST HIGH SCHOOL IN MEDICAL MIDDLE SCHOOL NON-MEDICAL STUDENTS IN TEXAS WITH THE NECESSARY KNOWLEDGE TO MAKE INFORMED DECISIONS ABOUT PURSUING CAREERS IN EDUCATION.

THESE STUDENTS COMPETED WITH OVER 8,000 STUDENTS FROM ACROSS THE STATE FOR THEIR HONOR OF ADVANCING TO THE INTERNATIONAL THESPIAN FESTIVAL IN NEBRASKA THIS SUMMER. PLEASE CONGRATULATE OUR STUDENTS.

THE EVENT FOLLOWING THAT INJURY REQUIRED MANY SURGERIES AND INTENSIVE CARE STAY, WHICH WAS RATHER TRAUMATIC AND DISAPPOINTING IN HOW THE DISTRICT HANDLED THE SITUATION.

NOT ONLY DID THE SCHOOL DENY MY DAUGHTER PROPER CARE, THEY MADE HER SIT ON THE WOODEN CHAIR OUTSIDE INSTEAD OF LETTING HER LAY DOWN IN A BED AFTER SUCH A TRAUMATIC INJURY, THE SCHOOL COMPOUNDED THE INJURY BY REFUSING TO CALL PARAMEDICS, STATING THAT IT WAS NOT ALLOWED.

AND I WILL HAVE TO PICK UP MY CHILD INSTEAD.

UPON ARRIVING AT THE SCHOOL, I COLLAPSED TWICE ON THE FLOOR AND FOUND IT DIFFICULT STANDING.

THE SCHOOL INSISTED THAT I HAD TO TAKE MY CHILD OUT OF THE SCHOOL AND TO THE HOSPITAL MYSELF, AND I WAS USHERED OUT OF THE BUILDING WITH MY INJURED DAUGHTER.

THE SCHOOL THEN EXCLUDED ME FROM THE SCHOOL MAILING LIST, WHICH MEANT I WAS NOT INFORMED OF CRITICAL INFORMATION.

AND WHEN I CONFRONTED THE SCHOOL, THEY BLAMED IT ON COVID.

I WAS REFUSED ACCESS TO THE PRINCIPAL AND THREATENED WHEN I INSISTED I WANTED TO SEE THE PRINCIPAL REGARDING MY DAUGHTER'S ACCIDENT.

THE SCHOOL PRINCIPAL IGNORED ALL MY CALLS AND LETTERS AND HANDED ME OFF TO A LOWER LEVEL PERSONNEL WHO WENT ON AN EXTENDED LEAVE OF ABSENCE AND WOULD NOT RETURN MY CALLS.

AT SOME POINT IT WAS ENOUGH BEING PUSHED ASIDE AND I FILED GRIEVANCES ONLY TO BE DENIED AT ALL LEVELS BECAUSE I MISSED AN UNKNOWN DATE.

AFTER MUCH CAREFUL THOUGHT RECOVERY AND RESEARCH, I FILED A LEVEL ONE GRIEVANCE OVER A WEEK AGO REGARDING CONCEALMENT OF POLICIES, THE DISTRICT'S NONCOMPLIANCE WITH ALL TASB AND TEAS POLICIES CONCERNING THE PUBLICATION OF THE POLICIES.

INSTEAD OF SCHEDULING A LEVEL ONE CONFERENCE TO HEAR MY GRIEVANCE, RISD DENIED AND DISMISSED MY LEVEL ONE GRIEVANCE OUT RIGHTLY.

THIS IS NOT JUSTICE OR EQUALITY OR EVEN CARE.

THIS IS AN ACT OF RETALIATION.

RISD IS ONE OF THE MOST DIVERSE DISTRICTS IN TEXAS AND THE COUNTY, YET IT HAS FAILED TO PROMOTE EQUALITY FOR DIVERSE CULTURES IN ITS SCHOOL.

COMPARE THE POLICY PUBLICATION OF SURROUNDING DISTRICTS SUCH AS DALLAS ISD, ALLEN ISD, AND IT IS CLEAR THAT NOT ONLY DOES RISD FAIL TO COMPLY WITH TASB REGARDING THE POLICY PUBLICATION, BUT IT IS INTENTIONALLY AND DELIBERATELY CONCEALING THE POLICIES FROM ITS CULTURALLY DIVERSE GROUP OF POPULATION, WHICH WHICH IS INTENDED TO ME TO MAKE IT DEFICIENT FOR THEM, TO KEEP THEM DEFICIENTLY INFORMED AND ENGAGED.

DURING TRYOUTS IN JUNIOR HIGH, WE SAW THAT WE HAD AN ADVANTAGE.

WE KNEW ABOUT OPPORTUNITIES AND HAD RESOURCES TO PARTICIPATE IN VOLLEYBALL BEFORE SEVENTH GRADE TRYOUTS.

THIS WAS NOT THE CASE FOR A LOT OF THE GIRLS.

WE WANTED TO CHANGE THIS AS OUR IDENTIFIED COMMUNITY IMPACT PROJECT FOR OUR GIRL SCOUT SILVER AWARD.

FOR OUR AWARD, WE HOPE TO REDUCE THE DISPARITY IN VOLLEYBALL SO MORE GIRLS CAN HAVE THE OPPORTUNITY TO PLAY.

TO DO THIS, WE PLANNED, ORGANIZED AND HOSTED THREE SUCCESSFUL VOLLEYBALL CLINICS FOR ANY FIFTH AND SIXTH GRADE GIRLS WHO HAD NOT HAD THE OPPORTUNITY TO PLAY BEFORE.

THESE CLINICS WERE COMPLETELY FREE TO ATTEND FOR ANY GIRLS WHO HAD NEVER PLAYED ORGANIZED VOLLEYBALL BEFORE.

WE INTRODUCED AND TAUGHT BASIC VOLLEYBALL SKILLS, HAD FUN TOGETHER, AND GOT THEM EXCITED ABOUT PLAYING THE SPORTS WE LOVE.

WE CAN'T SUPPORT THEM ALONE, SO WE ARE ASKING RISD TO INTRODUCE BASIC VOLLEYBALL SKILLS IN ELEMENTARY SCHOOLS THROUGH PE CLASSES.

I'VE THE LAST OF THESE FREE CLINICS, WHICH WERE ONLY FOR THOSE THAT WANTED TO PLAY VOLLEYBALL BUT DID NOT HAVE THE OPPORTUNITY.

WE ASKED THE GIRLS THAT ATTENDED TO FILL OUT A SHORT SURVEY ABOUT THESE PRACTICES.

HERE'S WHAT WE FOUND OUT FROM THEIR RESPONSES.

FIRSTLY, WE HAD A TOTAL OF SEVEN FIFTH GRADERS AND FOUR SIXTH GRADERS.

THIS MATTERS BECAUSE IT SHOWS US THAT THERE IS A DEMAND TO PLAY VOLLEYBALL WITHIN THE GROUP THAT CAN'T FOR ANY REASON.

NEXT, THE SURVEY SHOWED US THAT PEOPLE DID WANT TO GO AS WE HAD 11 PEOPLE AT OUR LAST DAY, 36% OF WHICH HAD ATTENDED ALL OF THE OFFERED PRACTICES.

MOST IMPORTANTLY, THE GIRLS FELT THEY IMPROVED AFTER ONLY A SMALL NUMBER OF PRACTICES.

IMAGINE WHAT THEY COULD DO IF VOLLEYBALL WAS ADDED TO THE PE CURRICULUM, EVEN IF ONLY FOR TWO WEEKS.

MY FRIENDS AND I NEVER GOT TO PLAY IN SCHOOL, BUT LUCKILY WE WERE FORTUNATE ENOUGH TO BE ABLE TO PLAY IN SVAA.

HOWEVER, THE KIDS WHO AREN'T OFFERED THIS OR DIDN'T HAVE THE MONEY TO PLAY IN THIS LEAGUE NEVER GOT TO EXPERIENCE THIS SPORT.

THIS PROVIDES THEM WITH SUCH A LARGE DISADVANTAGE FOR JUNIOR HIGH TRYOUTS.

RISD NEEDS TO START INCORPORATING VOLLEYBALL IN ELEMENTARY SCHOOLS, BECAUSE NOT ONLY IS IT RISING IN POPULARITY, BUT IT CAN WORK A TON OF MUSCLES IN YOUR BODY.

MOST SCHOOL TEAM SPORTS START IN JUNIOR HIGH, BUT IT IS HARD TO JUMP INTO THEM WHEN YOU HAVE LITTLE TO NO EXPERIENCE.

WITH VOLLEYBALL IS POPULAR AS IT IS TODAY, IT IS IMPORTANT TO INTRODUCE KIDS TO VOLLEYBALL EARLY SO THAT THEY KNOW WHAT THEY ARE GOING INTO WHEN THEY HEAD TO THE JUNIOR HIGHS.

VOLLEYBALL IS ONE OF THE FEW SPORTS WHERE YOU ARE PHYSICALLY AND MENTALLY CHALLENGED.

IN MANY WAYS, VOLLEYBALL CAN IMPROVE COORDINATION, AGILITY AND OVERALL FITNESS IN PARTICIPATING STUDENTS, WHILE AT THE SAME TIME TEACHING KIDS TO COLLABORATE WITH EACH OTHER. ADDING VOLLEYBALL TO PE CURRICULUM WILL BE BENEFICIAL TO ELEMENTARY SCHOOL STUDENTS, AND EXPOSE [INAUDIBLE] SKILLS WILL CONTINUE TO BENEFIT THE RISD SCHOOL'S ATHLETIC SYSTEM AND ITS STUDENTS IN YEARS TO COME.

I'M SORRY, THERE'S A LOT OF WORDS ON THERE, BUT WE'RE TRACKING A LOT OF DIFFERENT THINGS WITH REGARD TO THE CONSIDERATIONS FOR THE POTENTIAL ISSUANCE OF THE SERIES.

2023.

YOU HAVE $150 MILLION OF REMAINING AUTHORIZATION FROM THE 2021 BOND AUTHORIZATION.

IN LATE NOVEMBER OR IN NOVEMBER OF LAST YEAR THE CAPACITY OF THE PERMANENT SCHOOL FUND GUARANTY, WHICH IS THE STATE'S INSURANCE POLICY, WAS COMPLETELY EXHAUSTED.

HOWEVER, IN FEBRUARY, THEY REDUCED THEIR RESERVE REQUIREMENT, WHICH OPENED UP A LITTLE BIT OF CAPACITY GETTING WITH MR. PATE AND MRS. BRANUM, WE DECIDED TO GO AHEAD AND SUBMIT AN APPLICATION AND WE DO HAVE THE PERMANENT SCHOOL FUND GUARANTEE ON THE DISTRICT'S REMAINING AUTHORIZATION.

THE ONE CAVEAT IS, IS THAT WE DO HAVE TO CLOSE THAT ISSUE WITHIN SIX MONTHS.

SO WE WOULD NEED TO CLOSE THAT ISSUE BY MID SEPTEMBER.

I BELIEVE IT IS IN ORDER TO KEEP THAT PERMANENT SCHOOL FUND GUARANTEE.

AND TO GIVE YOU AN IDEA, YOU HAVE OBVIOUSLY EXCELLENT UNDERLYING RATINGS, BUT THE PERMANENT SCHOOL FUND GUARANTEE WOULD SAVE TAXPAYERS ABOUT A $1.5 MILLION TO $1.75 MILLION IN INTEREST COST BEING ABLE TO SELL WITH THE PSF VERSUS JUST SELLING ON A STAND ALONE BASIS.

I WILL TELL YOU THAT THAT'S A MUCH LESSER IMPACT, IF YOU WILL, THAN MOST DISTRICTS WOULD EXPERIENCE.

AND THAT, AGAIN, IS BECAUSE OF YOUR EXCELLENT UNDERLYING RATINGS.

ALSO, AS YOU'RE AWARE, THE LEGISLATURE IS IN SESSION.

THERE ARE MANY, MANY BILLS RELATED TO BONDS AND DEBT ISSUANCE FOR SCHOOL DISTRICTS.

ONE OF THOSE BONDS EXCUSE ME, ONE OF THOSE BILLS THAT WE'RE TRACKING IS SENATE BILL ONE, WHICH INCLUDES THE INCREASE IN THE HOMESTEAD EXEMPTION EXEMPTION OF $30,000.

SO THAT MIGHT IMPACT US WANTING TO GO AHEAD AND ISSUE THE REMAINDER PRIOR TO SEPTEMBER 30TH.

I BELIEVE IT IS BECAUSE WE WOULD THEN RECEIVE A HOLD HARMLESS FROM THE STATE ON THAT ISSUE.

IF YOU ISSUED BONDS AFTER THEN YOU WOULDN'T RECEIVE A HOLD HARMLESS AND YOU'D HAVE THAT LESSER TAX BASE RESULTING FROM THE INCREASE IN THE HOMESTEAD EXEMPTION.

SO WE'RE TRACKING THAT ONE AS WELL.

AND THERE ARE THERE ARE OTHERS AS WELL.

SO WE'RE PROBABLY GOING TO TAKE A WAIT AND SEE APPROACH UNTIL THE LEGISLATURE FINISHES UP AT THE END OF THIS MONTH.

COULD BE A SPECIAL SESSION, BUT MAYBE WE'LL KNOW SOME OF THE DIFFERENT BILLS THAT HAVE PASSED AND BE ABLE TO MAKE A GOOD DECISION ON ON HOW WE MOVE FORWARD WITH ISSUING THE DISTRICT'S REMAINING AUTHORIZATION.

WITH REGARD TO INTEREST RATES, THAT'S A QUESTION THAT'S BEEN ASKED A LOT.

OBVIOUSLY, YOU'VE SEEN THE FED HAS RAISED RATES QUITE A BIT OVER THE LAST ROUGHLY 18 MONTHS.

THAT IS CERTAINLY IMPACTED THE SHORT END OR EARLY YEARS OF THE INTEREST RATE CURVE OR YIELD CURVE.

IT ALSO HAS LONG TERM INTEREST RATES, BUT NOT TO AS GREAT OF AN EXTENT.

AND SO WHAT I HAVE HERE IS THE 20 YEAR TAX EXEMPT YIELD, THE BOND BUYER INDEX, IT COMES OUT EVERY THURSDAY, CAME OUT TODAY AND IT'S AT THE SAME 356 LEVEL THAT IT IS RIGHT NOW. BUT IF YOU LOOK FROM A HISTORICAL PERSPECTIVE, THAT 356 KIND OF FALLS JUST BARELY BELOW ACTUALLY WHAT THE TEN YEAR AVERAGE OF THIS INDEX IS.

SO WHILE I KNOW RATES HAVE GONE UP, THEY'VE GONE UP FROM THE LOWEST INTEREST RATES THAT WE'VE SEEN IN MOST OF OUR LIVES AS A RESULT OF COVID.

SO THEY'RE STILL RELATIVELY LOW WHEN YOU LOOK AT IT FROM A HISTORICAL BASIS THAT THE GRAPH IN WHITE THERE GOES ALL THE WAY BACK TO THE EARLY 80S.

AND THEN THE GRAPH IN BLUE JUST SHOWS WHAT IT'S DONE OVER THE LAST YEAR.

BUT AGAIN, FROM A HISTORICAL PERSPECTIVE, WE'RE ACTUALLY JUST BELOW OR EXCUSE ME, JUST ABOVE PARDON ME, JUST ABOVE THE TEN YEAR AVERAGE AND JUST BELOW THE 15 YEAR AVERAGE OF THIS INDEX. IN TERMS OF THE TOTAL PICTURE OF THE ISSUANCE OF THAT 2021 AUTHORIZATION IN COLUMN TWO, THREE, AND FOUR, WE'VE ISSUED 600 MILLION UP TO THIS POINT.

COLUMN FIVE THERE, WE'D BE LOOKING AT THE ISSUANCE OF THE REMAINING 150 BASED ON VERY CONSERVATIVE, TAX BASED GROWTH ASSUMPTIONS.

YOU CAN SEE WHAT OUR TAX RATE PROJECTION IS GOING FORWARD.

WE WOULD HAVE A LOT OF CAPACITY OR THE ABILITY TO LOWER TAXES IN 2026, WHATEVER THE BOARD AND THE COMMUNITY DECIDES AND ADMINISTRATION DECIDES.

BUT YOU CAN SEE WE'D BE AT THAT 35 CENT LEVEL AND THEN THE DISTRICT WOULD HAVE CAPACITY MOVING FORWARD IF THERE'S THE NEED FOR ANOTHER ISSUANCE OR ELECTION.

WITH REGARD TO THE PARAMETERS INCLUDED IN THE FIXED RATE PARAMETER, WE WOULD BE TALKING ABOUT, AGAIN, A TRADITIONAL 25 YEAR ISSUANCE, WHICH IS WHAT WE'VE DONE HISTORICALLY.

IT WOULD HAVE A NINE OR A TEN YEAR CALL PROVISION.

WHENEVER WE SHORTEN THAT UP, IT COST US A LITTLE BIT ON INTEREST RATE, $150 MILLION WOULD BE THE MAX AND AGAIN, THAT'S THE REMAINING AUTHORIZATION ALL FROM PROPOSITION A.

THE REFUNDING PARAMETER.

IT WOULD ALLOW US, AS MR. PATE MENTIONED, IT ALLOWS US TO MOVE A LITTLE QUICKER.

YOU KNOW, THE INTEREST RATE MARKETS MOVE MOVE VERY QUICKLY AND THAT WOULD ALLOW US TO HOPEFULLY TAKE ADVANTAGE OF AN OPPORTUNITY IF RATES DO COME DOWN SOME.

IT DOES INCLUDE ALL OF THE DISTRICT'S OUTSTANDING DEBT.

IF WE CAN MEET A 4% PRESENT VALUE SAVINGS, THAT WOULD GIVE US THE ABILITY TO MOVE FORWARD AND WE WOULD NOT EXTEND THE TERM ON A REFUNDING BOND ISSUE.

IN OTHER WORDS, WE WOULD DO A REFINANCING OVER THE LIFE OF THE CURRENT BONDS THAT ARE BEING REFUNDED.

THE VARIABLE RATE PARAMETER.

THE MAIN REASON WE WOULD LOOK AT DOING THAT IS FOR FLEXIBILITY.

AS I MENTIONED, ON A FIXED RATE ISSUE, WE HAVE A NINE OR A TEN YEAR CALL.

ON A VARIABLE RATE ISSUE, YOU PAY SHORTER TERM INTEREST RATES, BUT ALSO THERE'S EITHER A 1 OR 2 OR A THREE YEAR CALL PROVISION ON THAT WHICH WOULD ALLOW US TO PAY PRINCIPAL OFF EARLIER IF THE OPPORTUNITY ARISES AGAIN, THE MAXIMUM THAT WE WOULD LOOK AT DOING ON THIS WOULD BE $50 MILLION, WHICH IS WELL UNDER 10% OF THE DISTRICT'S TOTAL DEBT PORTFOLIO. THE DEFEASANCE PARAMETER ORDER THAT WOULD JUST GIVE US THE FLEXIBILITY TO PAY OFF BONDS EARLY IF THE OPPORTUNITY PRESENTS ITSELF.

IF WE'RE IN A POSITION WHERE AT THE END OF THE BUDGET CYCLE, THERE'S EXCESS MONEY IN THE I&S FUND, AS A RESULT OF THAT, WE CAN LOOK AT PAYING OFF BONDS EARLY, WHICH WOULD SAVE MONEY FOR DISTRICT TAX PAYERS.

AND THEN THE PARAMETERS THAT ARE INCLUDED IN THE PARAMETER ORDERS THAT MRS. PARTAIN IS PREPARED ARE LISTED HERE.

DELEGATED PRICING OFFICERS WOULD BE SUPERINTENDENT OR CFO.

AS SO LONG AS THESE DIFFERENT PARAMETERS ARE MET, THEY WOULD HAVE THE ABILITY TO APPROVE THE ISSUANCE OR DEFEASANCE OR REFUNDING FOR ANY OF THESE PARAMETERS LISTED HERE SO LONG AS THEY'RE MET.

AND I KNOW I WENT THROUGH THAT VERY QUICKLY.

AND IN A LOT OF INSTANCES, YOU KNOW, YOU'RE TAKING MARKET RISK WHEN YOU DO THAT BECAUSE WE'VE GOT TO THEN WAIT A FULL MONTH IN ORDER TO BE ABLE TO GET APPROVAL.

YOU DON'T WANT TO PUT THE CART BEFORE THE HORSE AND BE DOING ALL THE DOCUMENTATION AND APPLYING FOR PERMANENT SCHOOL FUND AND DOING THINGS BEFORE GETTING BOARD APPROVAL.

SO A LOT OF TIMES IT MIGHT BE 7 OR 8 WEEKS BEFORE YOU CAN ACTUALLY PUT A TRANSACTION TOGETHER IN ORDER TO GET BOARD APPROVAL AND THEN GET IT GOING VERSUS THIS WOULD ALLOW US TO MOVE AS QUICKLY AS ABOUT TWO WEEKS TO BE ABLE TO PUT A TRANSACTION TOGETHER.

I'VE GOT TO FOLLOW ON REAL QUICK.

AND I JUST WANTED TO MAKE SURE THAT THAT COMMENT WAS OUT THERE, TOO, THAT THIS IS PART OF THAT STRATEGY OF A LOW RISK MOVE IN ORDER TO GET HOPEFULLY A GOOD GAIN OUT OF THAT FOR THE DISTRICT SO.

YES, AND I WOULD JUST ADD THAT THIS IS ALL ISOLATED TO THE DEBT SERVICE FUND AND THE INTEREST & SINKING TAX RATE.

SO IT IT WILL NOT GENERATE SAVINGS ON THE GENERAL FUND SIDE THAT WE CAN USE TO PAY TEACHERS.

BUT CERTAINLY ANY TIME WE CAN TAKE ACTION THAT REDUCES OUR DEBT COST, IT SAVES OUR TAXPAYERS MONEY IN THE LONG RUN.

AND BECAUSE WE ARE ON A FIVE YEAR BOND ELECTION CYCLE, IT GIVES THE BOARD THE MOST FLEXIBILITY IN WHAT IN THE THE AMOUNT OF BOND AUTHORIZATION THAT WE ASK OUR PUBLIC FOR.

AND THAT'S REALLY THE GOAL AND THIS, IS TRYING TO MAXIMIZE THE FLEXIBILITY ON THOSE FIVE YEAR INSTANCES WHEN WE GO TO OUR VOTERS FOR A BOND ELECTION. AND OF COURSE, WE WANT TO REDUCE OUR BORROWING COST AS MUCH AS POSSIBLE.

SO ONE OF THE THINGS THAT WE WERE ASKED TO BRING BACK IS SOME COMPARISONS WITH OUR PEER DISTRICTS ON WHAT THEIR COMPENSATION LOOKS LIKE.

I HAVE INFORMATION FOR GARLAND, MESQUITE AND LEWISVILLE ISD, AND THIS IS THE COMPENSATION PLANS AS APPROVED BY THEIR BOARDS.

AND I HAVE DONE MY BEST TO TRY TO ALIGN THOSE UP TO OUR COMPENSATION PLAN.

YOU CAN SEE THERE WHAT I'VE MODELED HERE ARE USED IN THIS COMPARISON FOR RICHARDSON ISD IS OPTION B2 AND I'LL GO INTO ALL OF THE THE THE FOUR DIFFERENT PLANS FOR RICHARDSON ISD IN AN UPCOMING SLIDE.

GARLAND IS RAISING THEIR TEACHER STARTING SALARY TO $61,000.

THEY HAVE A STRATIFIED RAISE THEIR STARTS AT 2% AND CAPS OUT AT 4.5% AND THEN THE ADMINISTRATORS ARE LOOKING AT A 2% RAISE IN GARLAND AND THEN EVERYONE ELSE.

IT WILL BE RAISED TO EITHER $15 AN HOUR OR GET A 1% RAISE.

MESQUITE IS RAISING THEIR STARTING TEACHER SALARY TO $61,000.

THEIR TEACHERS ARE LOOKING AT A 7 OR 7 TO 8% RAISE.

NURSES, LIBRARIANS, COUNSELORS ARE ALL LOOKING AT A 6% RAISE.

MOST OTHER STAFF ARE AT 3%, WITH THE EXCEPTION OF ADMINISTRATORS, WHICH WILL BE GETTING A 2% RAISE IN MESQUITE.

AND THEN LEWISVILLE ISD IS RAISING THEIR TEACHER STARTING SALARY TO $60,850.

MOST STAFF ARE GETTING A 3% OF MIDPOINT RAISE IN LEWISVILLE WITH SOME MARKET ADJUSTMENTS FOR SOME POSITIONS THERE. AND I AM NOT EXACTLY DETAILS BEHIND THAT MARKET ADJUSTMENT WERE NOT PROVIDED IN THE INFORMATION THAT WAS AVAILABLE TO ME.

MANY OF THE OTHER SURROUNDING DISTRICTS, THEY ARE REALLY IN THE COURSE OF THIS WEEK OR NEXT WEEK ALSO APPROVING THEIR COMPENSATION PLANS.

SO WE ARE ALL ABOUT IN THE SAME TIME TIME FRAME THAT THESE ARE THE THREE THAT WE DO KNOW SO FAR.

SO WE HAVE BEEN WORKING ON BUDGET REDUCTIONS AND, YOU KNOW, WE'RE TRANSFORMING SOME OF OUR PROGRAMS THAT WILL RESULT IN EFFICIENCIES, ELIMINATING SOME HISTORICALLY VACANT POSITIONS, ELIMINATION OF POSITIONS AS THEY BECOME VACANT, REDUCING SOME OF OUR DEPARTMENTAL BUDGETS AND THEN LOOKING AT CAMPUS ALLOCATION FORMULAS FOR PARAPROFESSIONAL SUPPORTS.

AND THEN OUR RAISE SCENARIOS.

WE WENT OVER THE FIRST TWO AT OUR PREVIOUS BOARD MEETING, OPTION B AND THEN OPTION B2.

REALLY THE DIFFERENCE BETWEEN THOSE TWO IS A IS THE STRATIFICATION THERE FOR THE T-TYPES STARTING AT 5.75% AND CAPPING OUT AT 6.5% FOR OPTION B1, OPTION B2 STARTS AT THE T-TYPES AT A 6% RAISE AND CAPS OUT AT A 7.5% RAISE.

BOTH OF THOSE OPTIONS RAISE THE NEW TEACHER STARTING SALARY TO $60,000, INCREASE OUR CUSTODIAL STAFF, GIVE THEM A $2 AN HOUR RAISE, AND THEN ELECTRICIANS, HVAC, PLUMBERS, OUR SPED PARAS BOTH LOOKING AT A 6% RAISE, OUR NON T-TYPE EXEMPT EMPLOYEES. SO ADMINISTRATORS LOOKING AT A 3% RAISE OUR NON T-TYPE NON EXEMPT SO HOURLY ALL OTHER HOURLY EMPLOYEES A 4% RAISE.

AND THEN YOU HAVE CALCULATED THERE FOR YOU THE 100% COST OR THE COST OF THOSE RAISES IF ALL POSITIONS ARE FILLED.

AND THEN BELOW THAT I'VE ADDED A 95% OCCUPANCY AMOUNT FOR THOSE AND YOU CAN THOSE NUMBERS THERE ARE ACROSS AND THOSE NUMBERS WILL CARRY FORWARD TO THE MULTI YEAR AND WE'LL TALK ABOUT THAT IN A MINUTE.

AND MR. PATE, LET'S JUST STOP THERE FOR A MINUTE AND, AND THIS IS BECAUSE IT'S AN ACTION ITEM.

WE HAVE TO SAVE QUESTIONS AND COMMENTS FOR THE END.

BUT I DID JUST WANT TO FIND A LITTLE FRAMING AROUND THE 95% OCCUPANCY AND WHY WE CHOSE THAT NUMBER.

I THINK AS WE ANALYZED OVERALL EMPLOYEE TYPES THERE, WE HAVE SOME EMPLOYEE TYPES WHERE WE ARE CLOSE TO 100% OCCUPANCY.

WE HAVE OTHER EMPLOYEE TYPES WHERE WE MIGHT BE SITTING AT 85 TO 88%.

AND SO WE WANTED TO PICK A NUMBER THAT WE FELT LIKE WAS REPRESENTATIVE OF.

WE KNOW WE'RE MORE LIKELY, THOUGH NEXT YEAR COULD BE OUR YEAR.

MORE THAN LIKELY WE WILL NOT BE AT 100% OCCUPANCY.

SO WE FELT LIKE A 95% ACROSS ALL EMPLOYEE TYPES WAS A STRONG KIND OF REPRESENTATION.

WE KNOW THAT THAT MIGHT BE A LITTLE CONSERVATIVE, BUT CONSIDERING WHERE WE ARE WITH OUR BUDGET, WE WOULD RATHER BE A LITTLE BIT CONSERVATIVE THAN BEING BE OVERLY AGGRESSIVE.

SO THAT'S WHY WE REALLY NOTED MORE.

THE MORE LIKELY COST ASSOCIATED WITH ANY OF THE RAISE SCENARIOS IS THAT 95% OCCUPANCY OR LOWER.

SO I JUST WANTED TO PROVIDE SOME CONTEXT FOR THAT.

AND THEN OPTIONS B3 AND B4 BOTH START THE STRATIFICATION AT 5.75% FOR OUR T-TYPES AND THEN CHANGE THE PERCENTAGES IN THERE.

SO UNDER OPTION B3 WE GO FROM A 5.75% RAISE FOR 1 TO 4 YEARS, 6.5% FOR 5 TO 9, THEN 7% FOR YEARS 10 THROUGH 15, AND THEN 8% FOR 16 PLUS.

AND THEN THAT ALSO INCLUDES A $3 AN HOUR RAISE FOR CUSTODIAL STAFF.

OPTION B4 EVERYTHING IS THE SAME, WITH THE EXCEPTION OF THE T-TYPE STRATIFICATION THAT AGAIN STARTS AT 5.75%.

BUT WE RAISE THEN THE 5 THROUGH YEARS, 5 THROUGH 9 ARE AT 7%, YEARS 10 THROUGH 15 ARE AT 7 AND A HALF.

WE HAVE A CENTRAL SPECIAL EDUCATION CLASSROOM TEACHER STIPEND OF $4,000.

THAT'S ALSO A NEW A NEW STIPEND THAT HAS THAT WAS APPROVED A FEW YEARS BACK BECAUSE THOSE CENTRAL SPECIAL EDUCATION CLASSROOMS. THERE ARE A LOT OF NEEDS IN THOSE CLASSES, A LOT OF AND WE HAVE A HISTORICALLY HIGH TURNOVER RATE FOR THOSE CLASSROOM POSITIONS.

ALSO, WE STILL HAVE SECONDARY CORE SUBJECTS DEPENDING ON THE NUMBER OF CLASSES THAT A SECONDARY TEACHER HAS FOR CERTAIN SUBJECTS, THEY CAN GET UP TO $2,000 OF A STIPEND.

WE ALSO HAVE A CTE CRITICAL NEED STIPEND OF $3,000.

ALONG THE WAY THERE ARE A LOT OF OTHER STIPENDS THAT ARE AVAILABLE, WHETHER IT'S DEPARTMENT CHAIR OR DEPENDING ON ADDITIONAL RESPONSIBILITIES THAT A TEACHER MAY HAVE THAT THEY ARE THAT THEY HAVE ACCESS TO AS WELL.

OBVIOUSLY, WE HAVE OUR RISD EMPLOYEE CLINIC THAT'S UP AND RUNNING.

WE'RE THANKFUL THAT WE HAVE THAT PARTNERSHIP WITH METHODIST RICHARDSON EMPLOYEES OF ALL TYPES, REGARDLESS OF THEIR INSURANCE, CAN ACCESS THIS NON-EMERGENCY CARE THAT'S RIGHT AT THE NETWORK OF COMMUNITY MINISTRIES BUILDING, AND IT'S ONLY A $10 CO-PAY.

THEY WERE ARGUING OVER I MEAN, AND REALLY IT WAS PRETTY SIGNIFICANT.

I MEAN, THEY WENT ON AND ON AND BUT ANYWAY, BUT IT'S BECAUSE IT'S THAT IMPORTANT TO THEM.

MY SON'S GRADUATING.

HE WENT TO SCHOOL. HE WAS SO PREPARED WHEN HE THINKS ABOUT HIS COMMUNITY AND WHEN HE COMES BACK, IT IS IN LARGE PART TO THOSE TEACHERS.

YOU THINK ABOUT HOW MANY STAFF MEMBERS TOUCHED MY CHILD THAT WAS 22 YEARS OLD TO MAKE HIM INTO THE MAN THAT HE'S GOING TO BE WHEN HE COMES BACK TO THIS COMMUNITY.

AND THIS IS WHERE HE WANTS TO BE, THIS IS HIS HOME.

I IT'S HARD IT IS HARD TO PUT A VALUE ON THAT.

IF WE ARE NOT AGGRESSIVE IN MAKING SURE THAT THIS IS A DESTINATION AREA TO COME TO AND TO STAY FOR OUR TEACHERS, WE'RE NEVER GOING TO SEE THOSE GOALS RECOGNIZED, IN MY OPINION.

AND SO WHEN I'M LOOKING AT THAT, WELL, I WOULD CERTAINLY LOVE TO GO MORE.

I THINK B4 IS I WILL SUPPORT ANY OPTION THAT INCREASES THAT PAY AND GETS US CLOSER BUT B4 TO ME, I THINK WE NEED TO MAKE A STATEMENT THAT WE ARE.

THAT IS WHAT'S IMPORTANT. OUR PEOPLE ARE IMPORTANT TO US.

OUR PEOPLE THAT TEACH OUR KIDS ARE IMPORTANT TO US.

AND WHILE WE WOULD LIKE TO BE EVEN MORE AGGRESSIVE TO CATCH UP TO WHERE EVERYBODY ELSE IS, I KNOW WE CAN'T DO THAT NOW, BUT I CHOOSE THAT EVEN THOUGH WE'RE GOING TO ADOPT A DEFICIT BUDGET BECAUSE I'D RATHER FIND CUTS IN OTHER PLACES.

I WANT THE BEST IN HERE FOR MY KIDS, FOR YOUR KIDS, AND I WANT THE BEST IN HERE FOR THE OUTCOMES, WHICH WE FOUND IS A PRIORITY FOR THIS BOARD.

LASTLY, I WOULD JUST LIKE TO SAY, IF THAT'S REALLY WHAT WE WANT OR THESE GROWTH GOALS, I WOULD LOVE AS A BOARD AND I'M TALKING TO MY COLLEAGUES ON THIS AS WELL, IS FOR US TO REALLY ENGAGE IN SOME DISCUSSIONS AROUND A STRATEGIC WAY TO BE AGGRESSIVE AND TO GET BACK TO WHERE WE WOULD LIKE TO BE FOR OUR TEACHERS OVER TIME.

WE CAN'T COMPETE. THAT'S NOT WHO WE'RE COMPETING WITH ON THE SALARY SIDE.

BUT SURE AS HELL WE CAN WORK ON MAKING IT MORE DIFFICULT WHEN THEY'RE CONSIDERING THAT FOR THEM TO LEAVE.

AND THAT COMES INTO OTHER FACTORS WHERE WE CAN HELP WITH DISCIPLINE THAT THEY'RE WORKING WITH.

AND I'M GOING TO START, FIRST OF ALL, BY TELLING YOU ABOUT DEADLINES, BECAUSE THESE ARE IMPORTANT AND THEY WILL MEAN THAT A LOT OF THINGS WE'VE BEEN LOOKING AT, A LOT OF BILLS WE'VE BEEN FOLLOWING WILL NOT MAKE IT THROUGH BECAUSE OF THE TIMING OF THE LEGISLATIVE SESSION.

HOUSE MEMBERS ARE IN FOR SOME LONG DAYS BECAUSE THEY ARE THE ONES WITH THE REALLY IMPORTANT DEADLINES THAT ARE COMING UP.

MONDAY, MAY 8TH IS GOING TO BE THE LAST DAY FOR HOUSE BILLS TO BE HEARD IN A COMMITTEE.

SO IF YOU HAVE A BILL AND IT HASN'T BEEN ASSIGNED TO A COMMITTEE AND THEY'RE NOT HEARING IT YET, THEY WON'T HEAR IT.

THE HOUSE PUBLIC EDUCATION COMMITTEE JUST POSTED A NOTICE AND THEY ARE GOING TO MEET ON MONDAY.

AND ONE OF THE BILLS THEY'RE GOING TO HEAR IS A GREAT BIG BILL, SENATE BILL NINE, WHICH THEY ARE CALLING THE TEACHER BILL OF RIGHTS.

AND THIS BILL HAS A LOT OF THINGS IN IT THAT ARE PROBABLY TOO LONG TO GO INTO RIGHT NOW.

BUT JUST KNOW THAT THAT IS A MAJOR BILL ABOUT TEACHERS AND THAT'S SOMETHING THAT THEY'RE GOING TO HEAR ON IT.

IT'S THE BILL THAT HAS THE $2,000 PAY RAISE FOR ONE YEAR THAT THEY WILL EXPECT US TO KEEP GOING FORWARD IN THE FISCAL NOTE THAT GOES ALONG WITH IT.

THEY TALK ABOUT THE MONEY TO THE STATE AND THEN FOR THE FOLLOWING YEAR, THEY TALK ABOUT THE MONEY [INAUDIBLE] THAT IT'S GOING TO COST THE DISTRICTS TO KEEP THAT UP.

SO THEY DO EXPECT DISTRICTS TO KEEP THAT GOING GOING FORWARD.

IT HAS IT'S CREATED A NEW POSITION IN THE TEACHER INCENTIVE ALLOTMENT.

THERE ARE GRANT PROGRAMS AND THINGS THAT THEY'RE TRYING TO DO TO RECRUIT AND RETAIN TEACHERS.

THERE'S A MENTORING PROGRAM AND ALL THAT.

ONE OF THE OTHER THINGS THAT'S INTERESTING, I THINK WE WOULD APPRECIATE THE EXPANSION OF PRE-K ELIGIBILITY TO ALL EDUCATORS.

SO IF YOU ARE A TEACHER AND YOU HAVE A CHILD OF PRE-K AGE THAT YOU WOULD BE ABLE TO ENROLL THEM IN THE PRE-K CLASS IF IT IS AVAILABLE.

IT DEALS WITH DISCIPLINE.

IT DEALS WITH DISTRICTS.

IT REPEALS THE PROHIBITION OF PASSING THROUGH COSTS OR CHARGES FOR RETIRING FOR REHIRING RETIREES.

THAT'S SOMETHING THAT WAS ONE OF YOUR PRIORITIES, WAS TO TRY TO GET RID OF THAT.

I LOVE EVERYBODY'S NODDING THEIR HEADS, SO THAT'S A GOOD THING.

SO THERE ARE SOME REALLY GOOD THINGS IN THIS BILL.

THERE ARE SOME THINGS THAT ARE A LITTLE FRUSTRATING, LIKE GIVING YOU A $2,000 RAISE, WHICH YOU KNOW THAT THEY WILL PROBABLY WANT TO CAMPAIGN ON ONLY TO HAVE THAT ONLY LASTS FOR ONE YEAR THAT THEY'RE PAYING FOR.

SO THE OTHER THING THAT I WANT TO TALK TO YOU ABOUT THAT'S HAPPENED REGARDING FUNDING IS HOUSE BILL 100.

AND YOU MAY HAVE SEEN EMAILS COMING THROUGH.

THAT'S ANOTHER BIG SCHOOL FUNDING BILL.

WELL, THERE ARE TWO THINGS INTERESTING.

FIRST OF ALL, SO THEY POSTED ALL THE BILLS THAT THE HOUSE COMMITTEE IS GOING TO HEAR ON MONDAY.

WHAT THEY HAVEN'T POSTED YET IS SENATE BILL 8, WHICH IS THE ESA AND VOUCHER BILL THAT THEY ARE DOING.

THE TALK GOING BACK AND FORTH BETWEEN PEOPLE THAT I KNOW IN AUSTIN BACK AND FORTH IS THAT THE SENATE IS GOING TO HOLD UP HOUSE BILL 100 UNTIL THE HOUSE AGREES TO HEAR SENATE BILL 8.

THAT'S POLITICS AND THAT'S THE WAY THINGS GO.

BUT AND WHO KNOWS, THAT COULD BE INACCURATE, BUT IT KIND OF MAKES SENSE.

SO HOUSE BILL 100 IS A FUNDING MECHANISM.

IT SPENDS THE $5 BILLION THAT THE HOUSE IS ALLOTTED, AND THERE ARE SOME GOOD THINGS IN THERE.

IT DOES INCREASE THE BASIC ALLOTMENT BY $90 THE FIRST YEAR, $50 THE FOLLOWING YEAR.

AND THEN IT'S TIED TO AN INFLATION FACTOR, WHICH IS SOMETHING WE'VE NEVER HAD BEFORE.

IT COULD BE GOOD. IT'S A TEN YEAR AVERAGE, SO IT WON'T NECESSARILY BUMP US UP TO WHERE WE NEED TO BE.

BUT HOUSE BILL 100 IS ANOTHER GOOD BILL.

WE'VE GOT SOME CURRICULUM BILLS, HOUSE BILL 1605 THAT IS NOW IN THE SENATE, AND THEY HAVE ANOTHER ONE.

WE'VE GOT SOME SCHOOL SAFETY BILLS THAT ALSO ADDRESS YOUR PRIORITIES.

ALL OF THESE THINGS ARE PRETTY MUCH STILL IN FLUX.

BUT I CAN PROBABLY TELL YOU NOW, I WENT THROUGH A BILL LIST THAT I FOLLOW AND I PROBABLY HAVE DELETED AT LEAST HALF OF THEM BECAUSE THEY'VE NEVER GONE ANYWHERE.

ANYBODY THAT HAD A MARCH OR A FEBRUARY DATE, I'VE CROSSED OFF THE LIST.

IT WON'T HAPPEN.

SO THERE ARE SOME REALLY BIG BILLS MOVING THROUGH THAT HAVE LOTS OF DETAILS INVOLVED.

AND I WOULD JUST ASK IF YOU ALL HAVE ANY SPECIFIC QUESTIONS ABOUT WHAT MIGHT BE HAPPENING.
