AND THEN VOLUNTEERS SAID THEY FELT PREPARED TO SUPPORT.
SOME OF THE FEEDBACK SOME OF THE FEEDBACK FROM THE PILOT INCLUDES IT WAS A WONDERFUL EXPERIENCE.
THEY LOOK FORWARD TO SEEING THEIR READING PARTNER EACH WEEK.
THEY LOVED THE STUDENT THAT THEY WERE ASSIGNED WITH.
WE ARE LOOKING FORWARD TO BUILDING ON THE SUCCESS OF OUR SPRING PILOT TO GROW THIS PROGRAM DURING THE 22-23 SCHOOL YEAR TO SERVE MORE STUDENTS IN CAMPUSES, AS WELL AS PROVIDE A MEANINGFUL VOLUNTEER ENGAGEMENT OPPORTUNITY FOR OUR BUSINESS AND COMMUNITY PARTNERS.

THEY ALSO GOT TO PARTICIPATE IN REALLY MEMORABLE EXPERIENCES, INCLUDING MEETING MS. TEXAS AND RECEIVING CHAPTER BOOKS AND EVEN GETTING A BOOK VENDING MACHINE THAT I THINK WE HAVE A PICTURE UP ON THE SLIDE.
MODELING MODELING FOR TEACHER LEARNING.
BEING ABLE TO PROVIDE ADDITIONAL RESOURCES, INCLUDING TEXTBOOKS THAT STUDENTS ACTUALLY GOT TO RECEIVE AND TAKE HOME, CREATING ENGAGEMENT OPPORTUNITIES, INCLUDING THE PARTNERSHIP WITH BIG BROTHERS, BIG SISTERS, WHICH ALLOWED FOR VOLUNTEERS TO ENGAGE WITH STUDENTS AND HAVE MEANINGFUL INTERACTIONS WEEKLY AND OFTEN JUST TO HAVE THAT EXTRA CARING ADULT CHECKING IN ON THEM.

WE CELEBRATED THE MERRIMAN PARK TEAM, AS I MENTIONED, LAST MONTH, AND THIS EVENING WE ARE EXCITED TO HAVE THE TEAMS FROM BOTH MOSS HAVEN AND BRENTFIELD IN ATTENDANCE TO BE RECOGNIZED. DESTINATION IMAGINATION IS A VOLUNTEER LED PROGRAM FOCUSED ON CREATIVE PROBLEM SOLVING.

AFTER THE NEWCOMER CENTER, SHE ALSO TOOK THE LEAD TO MAKE SCHEDULES FOR THEM AND DISTRIBUTED SUPPLIES AND APOLLO GEAR, ARRANGED TOURS, MADE SURE THEY UNDERSTOOD POLICIES AND PROCEDURES AT THE CAMPUS.

THEN WE RECEIVED A SECOND NOMINATION FOR ANGELA AND AGAIN IT WAS NOTED SHE WENT ABOVE AND BEYOND TO ASSIST THE 150 REFUGEE STUDENTS AND TO HELP GET THEM ENROLLED IN RISD.
ONLY ONE STUDENT IN THAT GROUP SPOKE ENGLISH AND ANGELA MADE SURE ALL OF THEM FELT WELCOME AND SAFE.
SHE'S BEEN ABLE TO BUILD A TRUSTING RELATIONSHIP WITH THESE STUDENTS.
SHE HAS BEEN ABLE TO CREATE AN EASIER TRANSITION FOR THOSE ENROLLED AT APOLLO.

BUDGET.IN ACCORDANCE WITH SECTION 44.004 OF THE TEXAS EDUCATION CODE.
RISD PUBLISHED A PUBLIC NOTICE THAT THE BOARD WOULD HOLD A PUBLIC HEARING TONIGHT CONCERNING THE PROPOSED BUDGET FOR THE 2022-2023 FISCAL YEAR.
THE PUBLIC HEARING IS NOW OPEN AND THE PUBLIC WILL HAVE AN OPPORTUNITY TO COMMENT.
MRS. BRANUM TO START US OFF, I UNDERSTAND THAT MR. DAVID PATE, RISD'S CHIEF FINANCIAL OFFICER, HAS PREPARED A BRIEF PRESENTATION ABOUT OUR PROPOSED BUDGET.
WE HAVE ASKED MR. PATE TO PROVIDE INFORMATION TO AID THE BOARD OF TRUSTEES IN UNDERSTANDING THE BUDGET PROCESS AND WHAT WILL BE PRESENTED TONIGHT AND WHAT WE ARE ACTUALLY ASKING TO BE ADOPTED AT THIS BOARD MEETING.
SO, MR. PATE, I WILL TURN IT OVER TO YOU.
MRS. HARRIS. SO TONIGHT THE OBJECTIVES OF THE PRESENTATION ARE TO REVIEW OUR CHILD NUTRITION FUND BUDGET, REVIEW THE DEBT SERVICE FUND BUDGET, AND THE RELATED MULTI-YEAR FINANCIAL FORECASTS FOR IT, OUR GENERAL FUND BUDGET AND ITS MULTIYEAR FINANCIAL FORECAST, AND THEN END IT WITH A REVIEW OF THE OFFICIAL FORM OF THE BUDGET THAT THE BOARD ADOPTS.
SO THE CHILD NUTRITION BUDGET.
IT INCLUDES A 4% RAISE OR $1.50 AN HOUR FOR OUR KITCHEN MANAGERS AND ASSISTANT MANAGERS.
I DO WANT TO REMIND YOU THAT THE SEAMLESS SUMMER OPTION PROGRAM IS GOING AWAY FOR THE 2022 -2023 SCHOOL YEAR, AND THAT WAS THE PROGRAM WE'VE OPERATED UNDER FOR THIS SCHOOL YEAR THAT WE'VE JUST COMPLETED, WHERE WE FED ALL THE CHILDREN AND THE STATE REIMBURSED US AND OUR STUDENTS WERE NOT CHARGED FOR MEAL SERVICE DURING THE SCHOOL DAY.

WE'RE RETURNING AT THIS POINT.AS FAR AS WE KNOW, WE ARE RETURNING TO THE TRADITIONAL FREE AND REDUCED MEALS PROGRAM.
AND THEN FINALLY, OUR MEAL PRICES WILL BE THE SAME AS OUR 201-2020 MEAL RATES.
SO THERE'S NO INCREASE IN THE MEAL RATES WHEN WE RETURN TO THE TRADITIONAL FREE REDUCED MEAL OPTION.
AND THEN THIS SLIDE JUST PRESENTS A COMPARISON OF THE OF EXCUSE ME, OF THE ADOPTED BUDGET FOR 21-22 AND OUR PROPOSED BUDGET FOR THE 22-23 SCHOOL YEAR. AND I WOULD JUST LIKE TO CALL YOUR ATTENTION TO THE PROPOSED FISCAL YEAR 22-23, THE VERY LAST LINE, THE CHANGE IN FUND BALANCE. AND YOU'LL NOTICE THERE'S A DEFICIT THERE OF $4.3 MILLION.
AND THE REASON FOR THAT IS WITH ALL OF THE FEDERAL AND STATE FUNDING THAT WERE PUT INTO THE CHILD NUTRITION PROGRAM FOR THE LAST COUPLE OF YEARS, INCLUDING THE SEAMLESS SUMMER OPTION, THE CHILD NUTRITION.
I CAN'T TALK THE CHILD NUTRITION FUND HAS A FUND BALANCE IN EXCESS OF WHAT IS ALLOWED BY THE TEXAS DEPARTMENT OF AGRICULTURE, WHICH OVERSEES OUR CHILD NUTRITION PROGRAMS. AND SO THIS IS PART OF THE PLAN THAT THE CHILD NUTRITION FUND HAS IS PUTTING TOGETHER TO SPEND DOWN THEIR FUND BALANCE.
SO YOU ADOPTING A DEFICIT BUDGET IS PART OF THE EVIDENCE THAT WE WILL SUBMIT TO TEXAS DEPARTMENT OF AGRICULTURE THAT WE ARE HAVE A PLAN TO GET OUR FUND BALANCE BACK IN LINE DOWN BELOW THREE MONTHS OF OPERATIONS FOR THE CHILD NUTRITION FUND.
SO THAT IS THE REASON THAT YOU SEE THAT DEFICIT THERE.
NORMALLY, WE DO NOT BRING A DEFICIT BUDGET FOR THE CHILD NUTRITION FUND.
AND I JUST WANTED TO MAKE SURE THAT WE WERE WALKING THROUGH THAT.
THE DEBT SERVICE FUND BUDGET WE'VE LOOKED AT THAT A LITTLE BIT ALREADY THIS YEAR.
BUT JUST A REMINDER, OUR INTEREST IN SINKING FUND TAX RATE IS REMAINING AT $0.35.
THIS BUDGET INCLUDES PRINCIPAL AND INTEREST ON THE SECOND SALE FROM THE 2021 BOND ELECTION.
AND WE SOLD THOSE BONDS ON MAY 10TH.
PROPERTY TAX REVENUE IN THIS PRESENTATION IS BASED ON THE STATE MANDATED HOMESTEAD EXEMPTION INCREASING FROM $25 TO $40,000 THAT PASSED AT THE LAST AT THE MAY ELECTION DATE, TAXABLE PROPERTY VALUE GROWTH OF 7.99%.
AND THEN JUST WANTED TO ALSO REMIND YOU THAT WE ARE NO LONGER RECEIVING ANY HOLD HARMLESS FUNDING ON THE DEBT SERVICE FUND SIDE, WHICH HAD ONLY BEEN ABOUT $450 TO $500,000.
BUT THE HOLD HARMLESS FUNDING HAS GONE AWAY FOR THE DEBT SERVICE FUND.
THE SCHEDULED DEBT PAYMENTS IS THERE IN THE MIDDLE OF ITS RIGHT UNDER TOTAL REVENUE.
AGAIN, THAT INCLUDES THE PAYMENTS ON OUR TWO DIFFERENT BOND SALES WE'VE HAD FROM THE 2021 BOND.
WE HAVE A LARGE PAYMENT IN THE FIRST YEAR WE SELL THE BONDS, THEN WE HAVE A SMALLER PAYMENTS, CREATING THAT CAPACITY TO LAYER IN ADDITIONAL BOND SALES FROM THIS ELECTION.
AND SO THAT'S WHY YOU SEE TWO LINES BELOW THAT PAYMENTS ON FUTURE DEBT ISSUES FOR THE 2021 BOND.
WE STILL HAVE A PLANNED THREE SALES ON THE 2021 BOND ELECTION, $125 MILLION NEXT YEAR, $125 MILLION THE FOLLOWING YEAR. AND THEN THE LAST SALE IS PLANNED TO BE $100 MILLION ON THE FOR THE 2021 BOND RELATED TO THE 2021 BOND ELECTION.
AND THEN ON THIS NEXT SLIDE, THE COMPARISON OF THE ADOPTED BUDGET FOR 2021-22 TO THE PROPOSED 22-23 BUDGET, YOU'LL SEE THE DEBT SERVICE PRINCIPLE STAYS FAIRLY CONSTANT THERE IN THE MIDDLE UNDER TOTAL REVENUE.

THAT IS THE INTEREST PAYMENTS DUE ON THAT MAY 10TH BOND SALE THAT WE HAD THAT YOU ALL AUTHORIZED ON THE 9TH.EXCUSE ME. JUST AS A REMINDER, OUR NUMBER ONE PRIORITY IS STUDENT ACHIEVEMENT GAINS AND SO ARE THIS BUDGET FOR THE GENERAL FUND WAS BUILT ON RECRUITING, RETAINING AND REWARDING ALL EMPLOYEES.
AND OUR BUDGET IS SIMPLY OUR DISTRICT IMPROVEMENT PLAN WRITTEN IN NUMBERS.
SO FOR THE GENERAL FUND BUDGET, THE HIGHLIGHTS THERE, AGAIN, THE PROPERTY TAX REVENUE IS BASED ON THE STATE MANDATED HOMESTEAD EXEMPTION, INCREASING THE SAME TAXABLE VALUE GROWTH OF 7.99%, THE ESTIMATED TAX RATE OF $99.7 CENTS.
THE TAX RATE WILL BE BROUGHT TO THE BOARD IN SEPTEMBER, AND THE ACTUAL TAX RATE WHEN IT IS SET MAY VERY WELL BE DIFFERENT FROM THIS 99.7% EXCUSE ME, $99.7 CENTS, BECAUSE WE DO HAVE TO PROVIDE INFORMATION TO TEA ONCE WE RECEIVE CERTIFIED VALUES AND THE STATE WILL PROVIDE US OUR MAXIMUM COMPRESSED TAX RATE THAT WILL THEN FEED INTO OUR TOTAL TAX RATE THAT YOU'LL ADOPT IN SEPTEMBER. THE BUDGET INCREASES THIS YEAR, THE RAISE, THE STIPENDS AND OUR REQUIRED INCREASE THAT WE PREVIOUSLY DISCUSSED AT THE MAY 9TH MEETING.
AGAIN, NO INCREASE IN EMPLOYEE HEALTH INSURANCE PREMIUMS. THEN ALSO THIS BUDGET DOES INCLUDE THE EMPLOYEE PRE-K CLINIC, TEACHER PIPELINE AND THE FLEXIBLE WORK OPTIONS THAT WE HAD PREVIOUSLY DISCUSSED.
I WILL NOT GO BACK OVER THESE IN DETAIL.
SO INCREASING THE TEACHER STARTING SALARY STRATIFIED RAISES AGAIN FOR OUR T TYPES.
RAISES FOR ALL OTHER FULL TIME PERSONNEL.
AND THEN, OF COURSE, OUR REQUIRED INCREASES THAT WE PREVIOUSLY DISCUSSED FOCUSED AROUND UTILITY COSTS, FUEL COST AND THE ADDITION OF THE CLINIC AND THEN SOME UNEMPLOYMENT INSURANCE COST INCREASE, ELECTION COST INCREASE.
AND THEN FINALLY, THE EMPLOYEE DAYCARE, WHICH IS IN THE TWO VERSIONS OF THE GENERAL FUND BUDGET THAT ARE BEFORE YOU TONIGHT. THE DAYCARE AND DAYCARE PLAN IS FOR A DAYCARE IN EACH OF OUR HIGH SCHOOL FEEDER PATTERNS, STARTING WITH TWO LOCATIONS.
GOAL IS TO OPEN THEM IN JANUARY OF 2023.
HOWEVER, WITH CONSTRUCTION SUPPLY ISSUES AND ALL THAT STILL CONTINUES TO BE OUR GOAL.
THE OTHER TWO LOCATIONS, THOSE OPENING DATES AND LOCATIONS ARE BE TO BE DETERMINED.
GOAL IS TO SERVE 68 STUDENTS PER LOCATION.
SO 136 STUDENTS FOR THESE CHILDREN EXCUSE ME FOR THESE FIRST TWO NIGHT STUDENTS SERVES CHILDREN AGES SIX WEEKS TO THREE YEARS.
OUR EMPLOYEE COST PER MONTH IS $350 AND OUR ESTIMATED ANNUAL OPERATING COST IS $510,000 PER LOCATION OR $1,020,000 FOR THE TWO LOCATIONS.
AND THEN ESTIMATED CONSTRUCTION COST IS $2 MILLION PER LOCATION, $4 MILLION TOTAL FOR THOSE TWO.
AND SO THE KIND OF THE MIDDLE OF THE PAGE, THEIR BUDGET INCREASES WITH DAYCARE, THE $6.9 MILLION IN THE FISCAL YEAR 22-23 COLUMN HAS ALL OF THE COSTS PRESENTED ON THE PREVIOUS PAGE.
SO THE $5,020,000 IS IN THAT BUDGET INCREASE NUMBER GOING FORWARD IN 23-24 AND FORWARD.
I'VE ONLY I HAVE ONLY INCLUDED THE OPERATING COST AND THEN APPLIED AN INFLATION FACTOR TO IT GOING

FORWARD IN THOSE THREE FUTURE YEARS, THE CONSTRUCTION COST AND THE OPERATING COST ASSOCIATED WITH THE OTHER TWO DAYCARES HAVE NOT BEEN INCLUDED AT THIS TIME BECAUSE WE'RE STILL WORKING ON LOCATION AND EXACT TIMING OF THOSE, SO THEY ARE NOT REFLECTED IN THIS MULTIYEAR FINANCIAL STATEMENT.YOU CAN SEE THAT FOR 22-23, THIRD LINE FROM THE BOTTOM, WE'RE ESTIMATING A CHANGE IN FUND BALANCE AT THIS POINT OF A DECLINE IN FUND BALANCE OF $25.9 MILLION, TAKING OUR ENDING TOTAL FUND BALANCE ESTIMATED TO BE $155 MILLION.
AND THEN THAT WALKS FORWARD EACH YEAR THROUGH FISCAL YEAR, 25-26.

SO SOME OF THE OTHER COST SAVINGS THAT ARE A LITTLE BIT HARDER TO QUANTIFY IN TERMS OF WHAT THAT RETENTION PAYOFF WOULD BE, IS THE FACT THAT WE PAY EVERY STAFF MEMBER FOR A NEW STAFF MEMBER FIVE DAYS FOR ADDITIONAL PROFESSIONAL DEVELOPMENT.
WE ASSIGN THEM A MENTOR AND WE PAY THAT MENTOR A STIPEND.
WE HAVE MENTOR LEADS, SO THERE ARE OTHER COSTS ASSOCIATED WHEN WE HAVE THAT TURNOVER.

YOU KNOW, I PUT SOME SOFT ESTIMATES INTO THIS, BUT OKAY, SO HERE'S HERE'S SOME NUMBERS.
OK MILLION DOLLAR OPERATING BUDGET, THE PARENT CONTRIBUTION WOULD BE ROUGHLY $400,000.
SO WE'RE TALKING ABOUT A NET COST TO THE DISTRICT OF ABOUT $600,000 PER YEAR.
BUT HERE'S THE THING ABOUT THIS OK FOR A THREE YEARS OF A TEACHER, WE HAVE INVESTED ABOUT $20 TO $25,000 IN TRAINING, EXPERIENCE, ETC..
OKAY IF AND THEN HERE'S ANOTHER THING I LOOKED AT IS THAT IN OUR DISTRICT IN APRIL, THEY PRESENTED IN THE BUDGET WE HAVE 2,848 TEACHERS, 40% OF THEM ARE 0 TO 4 YEARS EXPERIENCE AND ZERO TEN YEARS REPRESENT 65% OF OUR DISTRICT.
IF WE CORRELATE YEARS OF EXPERIENCE WITH THOSE STARTING TO HAVE A FAMILY, IF YOU GO TEN YEARS EXPERIENCE IT'S 1800 POTENTIAL TEACHERS OKAY NOW TRACK ALONG WITH ME HERE OKAY $20,000 PER YEAR TRAINING COST.
IF WE KEEP THESE TEACHERS AN ADDITIONAL YEAR BECAUSE WE OFFER DAY CARE AND THEY CAN STAY IN OUR DISTRICT, LET'S SAY 100 TEACHERS OUT OF THAT, 1800 STAY IN THE DISTRICT SIMPLY FROM THE FACT THAT WE OFFERED THIS AND WE'RE BEFORE WE DIDN'T.
AND AT THE END OF THE DAY, 20,100 TEACHERS WOULD REPRESENT A COST SAVING FOR US OF NOT HAVING TO RESTART, OVER AND RETRAIN A WHOLE NEW CROP OF TEACHERS.
SO THE NET GAIN TO THE DISTRICT WOULD BE ROUGHLY $1.5 MILLION.
BUT WHAT I'M SAYING IS THAT I BELIEVE IN MY EXPERIENCE IN RECRUITING AND RETAINING IN THE PRIVATE SECTOR THAT THERE'S GOING TO BE SOME POSITIVE EFFECT OF RETAINING.
WELL, THEY'RE YOU KNOW, THEY'RE BETTER TEACHERS.
EVERY YEAR THAT WE CAN KEEP THEM IN THE DISTRICT, IT'S GOING TO BE BETTER FOR OUR KIDS.
IT'S GOING TO BE BETTER FOR ACADEMIC ACHIEVEMENT.
AND I WELCOME THE COMMENTARY ON THAT.
I HAVE NOT CALCULATED THE RECRUITING COST.
BUT YES, YOU KNOW, IT'S ANYTHING WE CAN DO TO RETAIN OUR TEACHERS WILL HELP US ADDRESS ANY COST ASSOCIATED WITH REPLACING THOSE UNITS, THOSE PEOPLE, THE WHETHER IT'S THE RECRUITING, THE TRAVEL, THE EVEN JUST THE PROCESSING OF PAPERWORK FOR RELATED TO THAT STAFF TURNOVER.
SO THERE'S INNUMERABLE BENEFITS THERE.
AND LET ME ADD ONE MORE COMMENT TO THAT.
SO BASING IT ON WHAT INFANT DAYCARE COST IN THE MARKETPLACE AND THE AMOUNT CONTRIBUTION, WE'RE TALKING ABOUT 70 $500 REAL BENEFIT TO THOSE YOU KNOW, ALL THOSE TEACHERS AND THOSE STAFF MEMBERS.
AND IF YOU GROSS IT UP FOR TAXES BECAUSE THAT'S POST TAX, YOU'RE TALKING ABOUT NINE 10,000 BENEFIT FOR OUR TEACHERS, THAT IS SOMEWHAT COST NEUTRAL TO THE TO THE TO THE DISTRICT.

SO FOR THE TO, YOU KNOW, IT COMES TO ABOUT A 1.2% OF OUR OPERATING FUND APPROPRIATIONS NUMBER.

SO HOW DOES THAT YOU KNOW, AGAIN, I'M I'M IN SUPPORT OF THIS, BUT I'M TRYING TO FIGURE OUT, IS THERE A BETTER OPERATIONAL ONE THAT WHERE, YOU KNOW, WE'RE LESS RISK, LESS PAIN TO GO THROUGH.
SO WHAT IF WE APPROVE IT FOR THE EXTRA 5 MILLION AND THEN BIDS COME IN LOW, WHICH IN THIS ENVIRONMENT OR YOU'RE OPTIMISTIC THINKING BUT I MEAN, BUT AMENDING THE BUDGET OR DO WE JUST REALLOCATE OR HOW DOES THAT WORK GOING THE OTHER DIRECTION? I'LL LET MR. PATE ADDRESS THAT.
SO WE WOULD WE WOULD NEED TO AMEND THE BUDGET OR EXCUSE ME, WE WOULD AT LEAST NEED TO DO A BUDGET TRANSFER IF IT COMES IN MORE EXPENSIVE TO TRANSFER MONEY FROM, SAY, ANOTHER AREA THAT MIGHT BE UNDER BUDGET.
FOR INSTANCE, IF THE PAYROLL BUDGET, IF WE CONTINUE TO RUN EVEN HIGHER VACANCY LEVELS THAN WE ESTIMATED, THEN WE COULD TRANSFER MONEY FROM SALARIES FOR STAFF INTO THIS FUNCTION, PROBABLY FROM FUNCTION 11 TO FUNCTION 81 IF IF VACANCIES ARE NOT IF VACANCIES ARE WHERE I BUDGETED THEM.
AND SO WHAT IF MR. PATE THESE PROJECTS COME IN LESS THAN WHAT MS..
HAYS AND MR. WATSON ARE ANTICIPATING? AND WE HAVE EXCESS IF WE HAVE EXCESS FUNDS, THEN WE WOULD AMEND THE BUDGET DOWN ULTIMATELY IN THAT FUNCTION AND ANY DIFFERENCE THEN WOULD FALL INTO FUND BALANCE FOR USE TO ADDRESS FUTURE YEARS AND MOST LIKELY IN THIS CASE TO PUT TOWARDS THE REMAINING TWO DAY CARES.
SURE. YEAH, THAT'S WHERE I WAS KIND OF AIMING WITH THAT.
AND I THINK THAT, YOU KNOW, THE THE COST OF NOT CONSIDERING THIS AT THIS POINT IS, IS GREATER THAN JUST A DOLLAR COST BECAUSE OF HOW WE'VE PRESENTED IT AND OUR INTENT ON TAKING CARE OF THE STAFF AND AND SOME OF THOSE LITTLE DIFFERENCES, LITTLE DELINEATIONS THAT WE HAVE BETWEEN OTHER DISTRICTS.
ANYWAY, I APPRECIATE THE CLARITY ON THAT AND THE CONTEXT.
THE ANY DELAY IN TERMS OF US BEING ABLE TO GET THIS PROJECT MOVING FORWARD LESSENS THE OPPORTUNITY AND THE CHANCE THAT WE'RE GOING TO BE ABLE TO LAUNCH IN JANUARY. SO WE'RE STILL GOING TO BRING FORWARD ANY GMP, ANY OF THOSE THINGS FOR YOU, ULTIMATELY FOR YOUR APPROVAL.

THEY KNOW THEY'RE GETTING GOOD IN INSTRUCTION AND CARE.
I THINK THAT PEACE OF MIND SAYS SO MUCH.
AND I KNOW THAT YOU'RE ALSO ADDRESSING JOB SHARING TYPE OPTIONS AND TIME AND DISCIPLINE AND ALL THE OTHER THINGS THAT OUR STAFF TOLD US MADE A BIG DIFFERENCE IN THEM WANTING TO STAY OR GO, FOR THAT MATTER.
I CERTAINLY AM ONE WHO WANTS TO SUPPORT THAT.

AND I THINK THE PART OF THE PROCESS THAT I FOUND THE MOST MEANINGFUL WAS THAT THE ALL OF THE COMMUNITY VOICES WERE REALLY CENTERED, BUT IT WAS AN HONOR TO SIT BESIDE THE STUDENTS WHO SERVED ON THIS COMMITTEE.

AND SO GIVEN THESE INDIVIDUALS, GIVING THESE STUDENTS THE COMPETITIVE ADVANTAGE TO TRANSITION INTO THE REAL WORLD, TO MAKE VIABLE, SUSTAINABLE, YOU KNOW, SOLUTIONS AND A LIFE OF THEMSELVES, I THINK IS PROBABLY THE MOST IMPORTANT GIFT THAT YOU COULD GIVE TO OUR FUTURE GRADUATES.

AND SO I THOUGHT IT WAS I THOUGHT IT WAS REALLY FANTASTIC.
I ENJOYED HEARING FROM THE COMMUNITY VERY THOUGHT PROVOKING PIECES.

AND AS PEOPLE ARE MOVING THROUGH OUR BUILDINGS, THERE ARE THINGS LIKE RAPTOR SYSTEMS AND OTHERS THAT WE CANNOT, OF COURSE ASK THEM TO DO BECAUSE THEY ARE THERE AS A AS A MEMBER TO VOTE. AND WHILE I BELIEVE WHOLEHEARTEDLY THAT ANY INDIVIDUAL WHO IS COMING TO A SCHOOL TO VOTE HAS THE GREATEST OF INTENTIONS, WE ALSO JUST RECOGNIZE THE VULNERABILITY OF HAVING OUR CAMPUS IS SO WIDE OPEN.

LET ME GIVE YOU A LITTLE BIT OF BACKGROUND JUST ON RISD SO THAT YOU'RE AWARE ON LIKE SUPERINTENDENT BRENNAN SAID ON TUESDAY, MAY 24TH, THAT WAS THE ELECTION DAY RISD.
BUILDINGS, 29 WERE USED FOR VOTING POLLING PLACES IN DALLAS COUNTY.
AND OF THOSE 29, 26 WERE ELEMENTARY SCHOOLS, TWO WERE JUNIOR HIGHS AND ONE WAS THE PDC.
SO WE ARE USING A LOT OF OUR SCHOOLS, IN COMPARISON AUSTIN USES NINE, SO WE REALLY HAVE A LOT GOING ON AND THAT THAT IS A COUNTY BY COUNTY THING. THEY HANDLE THE VOTES.
SO AND THERE'S COUNTY POLITICS INVOLVED IN ALL THOSE KINDS OF THINGS.
BUT OUR JOB IS GOING TO BE TO TRY TO FIX THAT A LITTLE BIT.
AND LET ME TELL YOU WHAT WE'RE THINKING.
BUT FIRST OF ALL, THOSE ARE TUESDAYS, RIGHT? WE VOTE ON TUESDAYS FOR THE PRIMARIES AND THEN THE RUNOFFS, AND THAT IS BY THE TEXAS ELECTION CODE.
BUT LET ME JUST TELL YOU SOMETHING THAT I THOUGHT WAS KIND OF INTERESTING.
WHY A TUESDAY? THE ANSWER STEMS FROM THE AGRARIAN MAKEUP OF 19TH CENTURY AMERICA.
IN THE 1800S, MOST CITIZENS WORKED AS FARMERS AND LIVED FAR FROM THEIR POLLING PLACE.
SO WE'VE BEEN DOING THIS NOW AND A FEW THINGS HAVE CHANGED SINCE THE MID 1800S.
IN FACT, GOVERNOR ABBOTT DIRECTED BOTH THE HOUSE AND THE SENATE TO APPOINT SPECIAL COMMITTEES TO REASSESS THE TWIN ISSUES OF SCHOOL SAFETY AND MASS VIOLENCE. SO HE SPECIFICALLY SUGGESTED, AGAIN, HARDENING SCHOOLS OR IN OTHER WORDS, MAKING IT MORE DIFFICULT FOR PERPETRATORS TO GET INTO A SCHOOL BUILDING.
SO IT'S IN CONSIDERATION OF THE GOVERNOR'S COMMENTS, AS WELL AS OUR CONCERNED PARENTS, STAFF AND COMMUNITY MEMBERS THAT THE INTERIM SUPERINTENDENT DIRECTED ME TO PURSUE A SOLUTION.

SO WORKING THAT ASSIGNMENT, I'VE TALKED TO PEOPLE AT DALLAS COUNTY AND I'VE TALKED TO OUR LEGISLATIVE OFFICES BOTH AT THE FEDERAL AND STATE LEVELS.AND THESE ARE THE THREE OPTIONS THAT WE'VE COME UP WITH TO SOLVE THIS PROBLEM.
AND I'M GOING TO GIVE THEM TO YOU IN ORDER OF PREFERENCE FOR US.
THE FIRST ONE IS TO MOVE ALL ELECTION DAYS, WITH THE EXCEPTION OF THE NOVEMBER ELECTION DATE TO SATURDAYS INSTEAD OF TUESDAYS IN THE TEXAS ELECTION CODE, IT SAYS THE FIRST TUESDAY OF MARCH WILL BE WHATEVER, AND ALL THEY'VE GOT TO DO IS CROSS OUT TUESDAY AND PUT SATURDAY.
AND THE THIRD OPTION IS TO ALLOW SCHOOLS, SCHOOL DISTRICTS, TO CLOSE SCHOOLS THAT ARE USED FOR VOTING LOCATIONS WITH NO PENALTY RELATING TO ATTENDANCE OR ANYTHING ELSE THAT MIGHT HAVE TO DO WITH KIDS BEING IN SCHOOL.
SO A LITTLE BIT OF DETAIL ABOUT THESE.
THIS APPEARS TO BE THE MOST LOGICAL AND EASIEST STEP IN ORDER TO ELIMINATE ANY POSSIBLE RISK OF CHILDREN BEING EXPOSED TO A WIDER POPULATION THAT IS NOT GENERALLY PART OF SCHOOL OPERATIONS.
IT MEANS MERELY CHANGING THE DAY FROM TUESDAY TO SATURDAY IN THE TEXAS ELECTION CODE.
NOW AND MR. LINN, I KNOW YOU WOULD KNOW AND I KNOW SOMETIMES THE MOST LOGICAL AND EASY THINGS TO DO JUST DON'T HAPPEN.
SO BUT THAT'S STILL THE PRIORITY, RIGHT? THE SECOND ONE IS ABOUT.
OH, WELL, IN ADDITION TO THAT, THE FIRST ONE ABOUT MOVING TO SATURDAY.
WE DO THAT FOR OUR SCHOOL BOARD, ELECTIONS AND BONDS AND THINGS LIKE THAT.
SO IT'S NOT LIKE IT'S AN UNUSUAL MOVE TO MAKE, WHICH IS ALSO HELPFUL.
AND SUPER TUESDAY, YOU HEAR ABOUT THAT IN PRIMARIES.
SO IN CONSIDERATION OF MAKING SCHOOLS AS SAFE AS POSSIBLE, PERHAPS THE STATES THAT PARTICIPATE IN SUPER TUESDAY SHOULD CONSIDER SUPER SATURDAY AS AN ALTERNATIVE THAT TEXAS COULD BE THE LEADER IN INITIATING THAT FROM A NATIONAL LEVEL.
SO OBVIOUSLY, YOU CAN TELL THAT'S MY FAVORITE SOLUTION.
THE SECOND ONE, GIVING DISTRICTS THE OPTION OF USING THEIR SCHOOLS AS VOTING LOCATION PER THE TEXAS ELECTION CODE SCHOOL DISTRICT MUST ALLOW VOTING TO TAKE PLACE IN THE SCHOOL CAMPUS.
SINCE SCHOOLS ARE CONSIDERED PUBLIC BUILDINGS.
IF WE ALLOW SCHOOL DISTRICTS THE OPTION OF USING IT, THAT MEANS THAT WE'RE NOT TYING THE HANDS OF MAYBE RURAL DISTRICTS THAT REALLY DON'T HAVE MUCH CHOICE, OR MAYBE THOSE SMALLER TOWNS THAT ARE LIKE, OH YEAH, THEY'RE GOING TO COME AND VOTE DURING THE VALENTINE'S DAY PARTY OR SOMETHING LIKE THAT.
SO YOU GIVE SCHOOL DISTRICTS THE OPTION AND THAT THAT'S IMPORTANT.
I THINK ON THAT ONE, THE OBJECTIONS MAY COME FROM COUNTIES WHO STRUGGLE TO FIND APPROPRIATE POLLING LOCATIONS FOR VOTING, OR PEOPLE MAY JUST SAY THAT SCHOOL BUILDINGS ARE PUBLIC.
SO THAT'S AN OBJECTION FOR THAT ONE.
WELL, STUDENTS DON'T NEED TO LOSE A DAY OF INSTRUCTION.
PARENTS WOULD HAVE TO FIND ALTERNATIVE CARE FOR THEIR KIDS.

SO I CERTAINLY WOULD SUPPORT THAT OPPORTUNITY TOO.

MORRIS, ON WHERE IT WAS OPTIONAL FOR THE SCHOOL DISTRICTS TO USE THE BUILDING.
SO WHO WOULD HAVE THE ONUS ON REPLACEMENT OF THAT LOCATION IF IF RISD SAID, NO, WE'RE NOT GOING TO MAKE OUR IS THAT THE COUNTY OR DOES ISD HAVE TO PROVIDE THOSE OR THE COUNTY? THEY ARE RESPONSIBLE FOR HOLDING THE ELECTIONS.
AND BECAUSE BY LAW SCHOOLS CAN DO IT, IT MAKES IT EASY FOR THEM TO PICK SCHOOLS.

A RESOLUTION FROM YOU ALL TALKS ABOUT THE SERIOUSNESS OF THE ISSUE AND HOW WE REALLY NEED THAT HELP.
THE FACT THAT WE HAVE SO MANY SCHOOLS, PARTICULARLY ELEMENTARY SCHOOLS, IS REALLY IMPORTANT.
AND AND WE'LL SEE WHERE IT WOULD GO.
IT'S WORTH A TRY. AND THAT'S A GREAT SEGUE INTO MY SECOND POINT WAS ON THIS RESOLUTION.
WE'RE ONE DISTRICT, WE'RE MEDIUM TO LARGE SIZED DISTRICT IN THE STATE.
IS THERE ANY WAY THAT WE CAN LEVERAGE THAT WITH OTHER DISTRICTS? SO IT'S JUST NOT ONE LETTER FROM ONE DISTRICT GOING TO AUSTIN.

IT'S VERY SIMILAR TO A FEW YEARS AGO WHEN THERE WAS A TESTING RESOLUTION WHERE ONE DISTRICT PASSED IT AND WITHIN ABOUT A MONTH THERE WERE OVER HALF THE DISTRICTS IN TEXAS HAD ADOPTED THAT SAME RESOLUTION.
RIGHT. AND I THINK WITH THE PEOPLE THAT I'M WORKING AT WITH THE TEXAS SCHOOL ALLIANCE, THEY ARE GOING TO BE INTERESTED IN GOING ACTUALLY TO THE OFFICES OF SOME OF THE CHAIRMEN AND MEMBERS OF THESE COMMITTEES AND KIND OF FEELING OUT THAT PART OF IT.
SO THE ACTUAL LEGISLATOR PART.
AND THEY WOULD ALL BE SUPPORTIVE OF IT.
I THINK AGAIN, BECAUSE WE HAVE SO MANY SCHOOLS, WE HAVE A REAL REASON, A MOTIVATION TO CHANGE IT, AND THAT WE DID SOMETHING SIMILAR TO THIS IN 2001 WITH THE LEP LEGISLATION BEING TESTED.
AND PARTICULARLY AS IT IS TIED TO SCHOOL SAFETY, WHICH IS OUR SOLE MODE OF.
NATION ON THIS IS IS JUST KEEPING OUR SCHOOLS AS SAFE AS POSSIBLE.
